Project Prioritization Policy <br />Triangle Area Rural Planning Organization <br />ik Iā€ž. <br />DRAFT — December b, 2012 <br />The following methodology has been developed by the Triangle Area Rural Planning Organization for the <br />purpose of determining regional priorities for transportation funding, as carried out through the NCDOT's <br />"SPOT" Process. This methodology is intended to incorporate both measurable, objective data and <br />information about priorities from local jurisdictions, to ensure a process that is both data - driven and <br />responsive to local needs. <br />This methodology has been developed to meet the requirements of Session Law 2012 -$4 (Senate Bill <br />890), which requires that MPOs and RPOs have a data - driven process for determining project <br />prioritization. <br />The local prioritization process would consist of three parts: (1) selection and ranking of projects at the <br />countywide level; (2) quantitative scoring of submitted projects; and (3) ranking of scored projects and <br />assignment of SPOT points. Each of these is discussed in more detail below. <br />Countywide Selection and Ranking of Projects <br />Within each TARPO county, all the local jurisdictions (including the county and any municipalities within the <br />county) must work together to develop a single list of ten (10) highway projects and fine (5) bicycle or <br />pedestrian projects to submit to TARPO for consideration in the SPOT process. These should be ranked in <br />order from highest priority ( #1) to lowest ( #10 for highways, #5 for bicycle/pedestrian). It is up to the <br />local jurisdictions to determine the best method for achieving this within each county; however, as a general <br />rule all jurisdictions should be given a chance to participate in the development of their county's list if they <br />choose and the process should allow for public comment. These local priority lists must be developed and <br />submitted to TARPO in advance of NCDOT's deadline for submitting new SPOT projects.
