Orange County & NCDOT Highway <br />Division 7 and District 1 Meeting <br />November 19, 2012 12:00 p.m. <br />V. UPDATES <br />a. Comprehensive Transportation Plan (Tom Altieri) <br />Additional progress has been made since the last luncheon on the County's CTP, <br />which covers the County's rural areas outside of MPO boundaries. Orange <br />County staff received a draft last week and has been reviewing. Based on <br />cursory review, staff has questions that it would like to have answered before <br />scheduling and legal advertisement is done for a public hearing. In addition to a <br />few environmental maps that will need to be completed, staff is concerned over <br />the highlighting of the NC 86 Expressway in the Executive Summary and <br />elsewhere without mention of local concerns related to the preservation of rural <br />character and development consistent with the County's Comprehensive Plan. <br />Although the County is accepting that the CTP must move forward with this <br />designation, some notation and description of process (i.e. construction phasing, <br />timetable, environmental assessment, etc.) was requested by the BOCC for <br />inclusion in the document. OC Staff would like to see some language added that <br />is acceptable to NCDOT but establishes some "middle- ground" in response to <br />BOCC requests before scheduling a public hearing. <br />Mike Mills, NCDOT, took notes on the issue and offered to follow up with <br />Statewide Planning to discuss a potential solution. <br />Link to draft CTP: <br />http: / /www.ncdot.gov /doh /preconstruct /tpb /plan ning /orangecounty.html <br />b. Implementation of downtown Hillsborough access study improvements <br />(crosswalks, parking, sidewalk work) (Margaret Hauth); and <br />c. Sidewalk from County parking deck to courthouse; Churton Street /Nash <br />and Kollock Street crosswalk; and sidewalk on east side of Churton Street <br />(Craig Benedict) <br />Combined Notes for Vb. And Vc.: Hillsborough Staff has been working to <br />facilitate the extension of a sidewalk adjacent to the courthouse across from <br />Weaver Street Market and Nash and Kollock Street. This would also include a <br />new crosswalk from the courthouse to the public parking deck. Margaret Hauth <br />noted that there will be a trial re- striping of the center lane on Churton Street <br />between Tryon and King to provide for a center two -way left turn lane in order to <br />reduce congestion in this block. There were general discussions about the right - <br />of -way and topography issues associated with this section of sidewalk. Orange <br />County staff could send a sketch to NCDOT to help determine how to handle the <br />sidewalk construction adjacent to the courthouse. Ed Lewis stated that DOT <br />needs to determine what is actually out there in the field.
