Public Outreach: <br />The Plan development process included a public workshop completed in April 2008 that sought <br />input from residents, including parents, teachers, principals, children, Town of Hillsborough <br />staff, and Orange County staff. <br />Attachment 3is the full (264-page) Draft SRTSAction Planfor public hearing.A link is provided <br />to an online copy of Plan; a hard copy is available upon request. <br />Attachment 4is a flowchart describing the process for the development and adoption of the <br />SRTS Strategic Action Plan. <br />The BOCC had a public hearing on the Plan at its November 19meeting. OUTBoard Chair Paul <br />Guthrie was present at the meeting. No members of the public spoke in favor or against the <br />Plan. The BOCC had two comments: <br />1.To provide additional details about project costs and funding; and <br />2.To prepare an exhibit with charts depicting the number of students within walking range <br />of each of the three school addressed in the Plan. <br />The BOCCreferred the Plan to the OUTBoard with a request that a recommendation be <br />returned to the BOCC in time for the February 18, 2014BOCC regular meeting. <br />FINANCIAL IMPACT: Otherthan staff time, there is no financial impact associated with <br />receiving and considering the SRTS Action Plan. Review of the Draft Plan has been doneby <br />existing Planning staff in the Department’s Comprehensive Planning Division. Following <br />adoption, Plan implementation will require assistancefrom the NCDOT SRTS Program staff, <br />the Orange County Schools staff, and the Town of Hillsborough staff. <br />RECOMMENDATION(S):The Staffrecommends the Board: <br />1.Receive the Draft Safe Routes to School (SRTS) Strategic Action Plan (Attachment 3). <br />2.Recommend approval of the Plan to include any additional items as recommended by <br />theOUTBoard. <br />8 <br />ReturntoAgenda
