DISCUSSIONS <br />a. Strategic Mobility Formula and SPOT 3.0 (NCDOT) <br />Mike Mills provided a brief overview of the Strategic Mobility Formula, breakdown <br />of projects into three categories, and distribution of available revenue: statewide <br />(40%), regional (30%) and division level (30%). For additional details: <br />http://www.ncdot.gov/strategictransportationinvestments/ <br />--Divisions will assign their allocation of points to projects that score well through <br />the quantitative process (SPOT 3.0), and the Division recommends RPOs and <br />MPOs take the same approach. <br />--Orange County, MPOs/RPOs, and Division Engineer to coordinate during <br />process of assigning Division points. <br />--Since funds will be even more limited than in the past, the construction costs of <br />projects will be more of a consideration in the Division’s assignment of points. <br />--SPOT 3.0 scores for projects will be available in May 2014. <br />--Ability to share points between MPOs and RPOs when projects cross <br />boundaries. <br />29 <br />ReturntoAgenda
