The Eno EDD <br />Access Management Planis also available on the Orange County Planning Department website <br />at: http://orangecountync.gov/planning/SpecialProjects.asp . <br />Public Outreach: <br />In an effort to better inform interested persons in an informal setting, a Public Information <br />Meeting/Open House was held on September 4, 2013 from 4:30 – 6:30 p.m. at the Shared <br />Visions Retreat Center (historic Murphey School), 3717 Murphey School Road, Durham, NC (in <br />Orange County). Elevenmembers of the public plus Commissioners Jacobs and Price were in <br />attendance. Generally, there was support for access management in the area, yet some <br />concerns were expressed about truck traffic and speed limits along Old NC Hwy. 10, and <br />impactson the residential neighborhood associated with nonresidential development. <br />Quarterly Public Hearing Comments: <br />This item was heard at the September 9, 2013joint (BOCC and Planning Board) quarterly <br />public hearing. Some residents appearing voiced their overall concerns to previously approved <br />development plans (i.e., zoning, future. They submitted a petition (Attachment 3)in opposition <br />to the Eno EDD Area Small Area Plan (which was adopted in 2008, and amended in 2009). <br />Although the petition does not directly address the Draft Eno EDD Access Management Plan, <br />the BOCC recognized that the residents were expressing concerns about potential future <br />impacts on their residences and the rural road character of Old NC Hwy10. In response, the <br />BOCC requested that the staff research protections that could be put into place to preserve the <br />character of Old NC Hwy 10. St. Mary’s Road was mentioned as an example. <br />Another comment at the hearing addressed the correct terminology for the two-foot striped area <br />from the shoulders of Old NC Hwy 10 that was done by NCDOT to improve safety for bicyclists. <br />The BOCC referred the Plan to the Orange Unified Transportation Board (OUTBoard) and the <br />Planning Board with a request that arecommendation be returned to the BOCC in time for the <br />November 19, 2013 BOCC regular meeting. <br />Staff Recommendationsfor Plan Revisions: <br />In response to discussions and comments at the Quarterly Public Hearing, staff developed <br />recommendations for the following revisions to the Plan: <br />x Page 4, Item 9, and page 21 – Rephrase language regarding bike lanes to state that <br />NCDOT has striped the pavement two feet from the shoulder of Old NC Hwy 10 for <br />bicyclists. <br />x Page 26, Eno EDD Access Management Concept Map – <br />Remove symbol for possible commuter rail transit stop from the map and legend; and <br />Revise the legend for signalized intersections to ‘existing signalized intersection’. <br />x Discuss with NCDOT the need for improved signage to restrict truck traffic on Old NC <br />Hwy 10, and to find ways to inform truck drivers of the low overpass heights along the <br />road. <br />9
