Bret reviewed staff recommendationsfor new projects in the DCHC MPO 118 <br />and TARPO planning areas. 119 <br />120 <br />Sam Lasris asked about the previous plans for Churton Street and Board members suggested Bret look at the Town 121 <br />of Hillsborough’s plans for Churton St.122 <br />123 <br />OUTBoard discussed how to provide bicycle facilities on Orange Grove Road to provide access to the two schools.124 <br />125 <br />OUTBoard discussed the ranking priority of the NC 54 versus Hwy 86projectsin importance;no consensus could be 126 <br />obtained.127 <br />128 <br />Paul Guthrie commented that the project to add bicycle lanes in the ETJ is not a good priority and doesn’t fit the 129 <br />plans of the area. 130 <br />131 <br />Consistent with staff’s recommendations, the OUTBoard approved the list of transportation projects in the TARPO 132 <br />planning area for BOCC endorsement and approvedthe list of transportation projects in the DCHC MPO planning 133 <br />area for BOCC endorsement by consensus.134 <br />135 <br />136 <br />AGENDA ITEM VI: DRAFT ENO ECONOMIC DEVELOPMENT AREA ACCESS MANAGEMENT PLAN.137 <br />The draft Access Management Plan is available on the Orange County Planning 138 <br />Department Website at: http://orangecountync.gov/planning/SpecialProjects.asp139 <br />OUTBoard Action:This plan has been referred to the OUTBoard by the BOCC for 140 <br />review, with a request that a recommendation be returned to the BOCC in time for its 141 <br />November 19, 2013 regular meeting. The OUTBoard will receive a brief introduction to 142 <br />the Plan at tonight’s meeting and will be the focus of the Board’s October 16, 2013 143 <br />meeting.144 <br />145 <br />Abigaile Pittman gave the Board an introduction to the Draft Eno EDD Access Management Plan and noted that it will 146 <br />be on next month’s OUTBoard meeting for action.147 <br />148 <br />Paul Guthrie noted that south of the area is still residential and basically they will eventually be forced out as people 149 <br />buy property and develop them with existing zoning. Paul also disagrees with the plan for an Amtrak station to the 150 <br />located here and noted the location of a commuter rail station in the future.
