Planning Board Meeting and Recommendation: <br />The Planning Board consideredthe Plan at its October 2nd meeting and unanimously <br />recommended thatthe Board of CountyCommissioners (BOCC) adopt the Eno Economic <br />Development District (EDD) Access Management Plan (AMP) to include revisions as proposed <br />by Staff and direct Staff to: <br />1) Continue its review of protections that may be put in place to preserve the character <br />of Old NC Hwy 10; and <br />2) Report its conclusions back to the BOCC. <br />The Planning Board specifically discussed and supported working with NCDOT to develop a <br />signage plan to restrict truck traffic on Old NC Hwy 10, and to find ways to inform truck drivers <br />of the low overpass heightsalong the road. Additionally, the Board supported reviewing and <br />recommending restrictions on the speed limit along Old NC Hwy 10 through the study area. <br />Staff Follow-Up: <br />Based on BOCC, Planning Boardand public comments, Staff has begun researching the <br />following protection options for Old NC Hwy 10: <br />x Previous protections pursued for St. Mary’s Road; <br />x Secondary view shed regulations; <br />x Scenic corridor overlay regulations; <br />x Scenic byway regulations; <br />x Scenic conservation easements; <br />x Signage plan to restrict truck traffic on Old NC Hwy 10; <br />x Review of methodologies for informing truck drivers of the low overpass heights along <br />Old NC Hwy 10; and <br />x Review and restriction ofthe speed limit along Old NCHwy 10 through the study area. <br />Staff will continue its research and upon request will bring a report back to the BOCC. Staff will <br />include this suggestion in its recommendation to the BOCC on November 19. <br />FINANCIAL IMPACT: Otherthan staff time, there is no financial impact associated with this <br />item. Following review andadoption, Plan implementation will be performed bystaff and <br />coordinated with the City of Durham and NCDOT as warranted. <br />RECOMMENDATION(S):The Planning Directorrecommends the Board: <br />1.Reviewthe Draft Eno EDD Access Management Plan (Attachment 2);and <br />2.Recommend approval of the Plan to include additional items as recommended by the <br />Planning Board and any other additions the OUTBoard might have. <br />10
