initiate a process to formally adopt an access management plan for the area. Formally adopted <br />transportation plans are necessary to procure federal and state funding for projects and to <br />require developer action and contribution in providing transportation infrastructure consistent <br />with a master plan. Adopted access management plans can also be incorporated into regional <br />transportation plans, which will enhance Orange County’s collaboration with the western and <br />eastern Metropolitan Planning Organizations. A UDO amendment was adopted in August 2011 <br />to further require integration of development proposals (whether through conditional zoning or <br />site plans) to adopted access management plans. <br />Attachment 1, for the Commissioners’ review and approval, is an Amendment form outlining the <br />rationale, process, and implications of the development and adoption of the Eno EDD Access <br />Management Plan. <br />FINANCIAL IMPACT: Other than staff time, there is no financial impact associated with <br />receiving, considering and authorizing the staff to proceed with for the development and <br />adoption of the Eno EDD Access Management Plan. This work will be completed by existing <br />Planning staff in the Department’s Comprehensive Planning Division. Following development <br />and adoption, Plan implementation will be performed by staff and coordinated with the City of <br />Durham and NCDOT as warranted. <br />RECOMMENDATION(S): The Manager recommends the Board: <br />1.
