01-24-2013 BOCC Public Hearing Comments on CTP <br />Alice Gordon asked a question about the initials “MAJ” that is used on page 101 of the agenda <br />packet. Do we need a key? What does this mean? Sara Lee referred Alice to page 100 and <br />showed her that MAJ refer to Other Major Thoroughfare. <br />Alice Gordon asked Sara Lee about what kind of comments DOT was looking for from the BOCC. <br />Is the BOCC trying to figure out if the CTP recommendations are correct? Sara Lee replied that <br />DOT is looking for approval on the recommendations when the CTP comes back to them in March. <br />Mark Dorosin asked about how coordination worked with the MPO CTPs, transit plan, etc. Replies <br />came from staff as well as a few other commissioners. Earl McKee explained that the various <br />plans have different controlling organizations and different funding sources. <br />Mr. Ed Flowers, Hillsborough spoke. He had special interests with regard to bus/transit services <br />for the aging, and especially increasing these services for rural senior citizens, and having more <br />buses with better communicationsystems. <br />Mr. Alex Castro, Bingham Township spoke. Alex is also on the Advisory Board on Aging and the <br />OUTboard, but stressed that he was speaking tonight strictly as a private citizen. He said that <br />there is a problem of governance and coordination with all the transportation plans and issues and <br />there needs to be some consolidation. He also said that seniors fall through the cracks; they have <br />disabilities, etc. and there are few bus services, and these are fragmented and disjointed. <br />Ms. Bonnie Hauserspoke. She asked if it would be possible to combine cycling lanes/trails with <br />the Mountain-to-Seal Trail through Bingham Township. The BOCC didn’t offer a response at this <br />time. <br />There were various questions about project funding sources from various commissioners. Alice <br />Gordon and Bernadette Pelissierboth asked about the park-and-ride lots depicted on the CTP <br />Transit Map - is there consistency with the Transit Plan and coordination of funding?They asked if <br />the park-and-ride lots would be funded by DOT or through the Transit Plan. Tom Altieri responded, <br />reiterating that the CTP is not fiscally constrained and the funding for projects in the plan is not <br />known at this time. Earl McKee stated that funding decisions through the TARPO TAC has been <br />very fair, and added that Orange County doesn’t have a lot of control over this DOT CTP. Barry <br />Jacobs stressed that the CTP is not fiscally constrained. <br />Barry Jacobs made a brief statement about the Orange County vs the DOT positionon the NC 86 <br />StrategicHighway Corridor. He stated that Orange County has long been opposed to widening NC <br />86 from the Caswell County line to where it comes into Hillsborough, and this CTP (Highway Map <br />project) is NCDOT’s way to make it a major Boulevard. This will create a huge bottleneck where <br />NC 86 comes into Hillsborough and this hasn’t really been addressed in the CTP or by anyone, <br />and now we’re going to try to run transit though the same bottleneck. <br />Earl McKee moved the Manager’s recommendations from the Abstract.
