Part 2, adoption of the technical report (provided under separate cover).It should be <br />noted that Sheets 1-5 (Attachments 1-5)can also be found withinthe technical report, <br />albeit ata smaller, 8.5 x 11 page size. <br />Following is the anticipated schedule and sequence of events: <br />1.Orange Unified Transportation Board formal recommendationson Parts 1 and 2 <br />(February 2013); <br />2.BOCC considerationof Part 1 (March 2013); <br />3.TARPOendorsementof Part 1 (Spring 2013); <br />4.NCDOT Transportation Planning Branch staff recommendationof Part 1to NCDOT <br />Board of Transportation (Spring 2013); <br />5.NCDOT Board of Transportation adopts only Part 1 (Spring 2013); <br />6.NCDOT Transportation Planning Branch distributes the technical report for external <br />reviewby other staff within NCDOT (local contacts and modal contacts), a designated <br />member of NCDOT Board of Transportation, TARPO, and Orange County(any <br />comments collected are to be forwarded to the BOCC); <br />7.NCDOT Transportation Planning Branch staff finalizes the report and distributes the final <br />document including previously adopted Map Sheets; and <br />8.BOCC consideration of Part 2 (May-June 2013). <br />ADDITIONAL INFORMATION: Additional information about the CTP can be found online at: <br />http://www.ncdot.org/~tpb/planning/orangecounty.html <br />PROCEDURALINFORMATION: Any evidence not presented at the public hearing must be <br />submitted in writing prior to the OUTBoard’s recommendation. Additional oral evidence may be <br />considered bythe OUTBoard only if it is for the purpose of presenting information also <br />submitted inwriting. Thepublic hearing was adjourned untilMarch 7, 2013 in order to receive <br />the OUTBoard’s recommendation and any submitted written comments. <br />FINANCIAL IMPACT: Other than the cost of legal advertisement and staff time, there is no <br />financial impact associated with receiving the draft CTP and conducting the public hearing. <br />This work is being completed by existing Planning staff in the Department’s Comprehensive <br />Planning Division with assistance from the NCDOT Transportation Planning Branch. Although <br />the Comprehensive Planning Division, which includes the County’s primary Transportation <br />Planner, has undergone some turnover, a request to re-hire is in process. <br />RECOMMENDATION(S):The Planning Directorrecommends the Board: <br />1.Deliberate as necessary on the draft Comprehensive Transportation Plan (Technical <br />Report delivered under separate cover and Attachments 1-5). <br />2.Consider draft OUTBoard commentsand recommendations (Attachment 6), adding any <br />that may be desired by the Board; and <br />3.Make a recommendation to the BOCC on the proposed draft Comprehensive <br />Transportation Plan in time for the March 7, 2013 BOCC meeting. <br /> <br />11 <br />ReturntoAgenda
