That will 20 <br />require us to look ahead to balance costs, revenues, etc. to decide what is best for Orange County. You have heard 21 <br />me talk about the differentplanning groups that have their finger in rural transportation,but we still have the basic 22 <br />fundamental fact that rural Orange County has limited access to rural transportation. If we can afford to build 23 <br />wonderful walking trails on Morgan Creek, why can’t we build safe walkways and bikeways parallel alongside of the 24 <br />54 bypass and look at how we canimprove rural transportation. We need to build a fire under the urbanized planning 25 <br />groups to deal with these issues. 26 <br />27 <br />Abigaile Pittman: In this new landscape of funding with everyone finding their way, most of those projects are not 28 <br />being funded by the state. We applied for Section 5310 funding with DCHCMPO and Orange County’s two projects 29 <br />will probably get scored. Oneis more years of the Mobility Manager, and the other is for an Aging Department 30 <br />contract to provide additional services to seniors.31 <br />32 <br />Paul Guthrie: There are two major rural issues in North Carolina now. One is the hospitalization issue in small 33 <br />countieswhere medical attention is not there. The second is rural transportation.34 <br />35 <br />36 <br />AGENDA ITEM II: APPROVAL OF MINUTES FOR APRIL 26,201437 <br />38 <br />39 <br />AGENDA ITEM III: CONSIDERATIONS OF ADDITIONS TO THE AGENDA40 <br />41 <br />42 <br />AGENDA ITEM IV: REGULAR AGENDA43 <br />a.Draft Parks and Recreation Master Plan 2030 – Presentation by Orange County 44 <br />Department of Environment, Agriculture, Parks and Recreation (DEAPR) staff. 45 <br />Pursuant to the OUTBoard’s recommendation at its April 2014 meeting regarding 46 <br />emergency access for trail systems. Planning staff has held discussions with DEAPR 47 <br />staff regarding the development of emergency access goals and objectives being 48 <br />included in the Master Plan. Attached is a copy of the presentation and draft Goals 49 <br />and Objectives for Emergency Access to Trail Systems at Orange County Parks for 50 <br />the OUTBoard’s consideration (Attachment 1, pages 11-24)51 <br />b.Bicycle Safety – OUTBoard Vice, Jeff Charles requested that this item be added to 52 <br />the agenda.
