Draft#2–7/24/14Attachment 1 <br />EmergencyAccesstoTrailSystemsatOrangeCountyParks <br />DraftGoalsandObjectives <br />Thefollowingaredraftgoalsandobjectivesforaccommodatingemergencyservicepersonnelneeding <br />toaccesspeopleusingtrailsatOrangeCountyparksandnaturepreservesadministeredbytheOrange <br />CountyDepartmentofEnvironment,Agriculture,ParksandRecreation(DEAPR). <br />OrangeCountyparksthatcurrentlyhavetrailsareEflandͲCheeksPark,CedarGrovePark,FairviewPark, <br />RiverPark,andLittleRiverRegionalParkandNaturalArea.TheJonesCreekGreenwayconnectsLake <br />HoganFarmswithMorrisGroveElementarySchool.Futuretrailsarebeingdesignedforconstructionat <br />thefutureBlackwoodFarmPark,HollowRockAccessArea,andattheSevenMileCreekPreserve. <br />ThesedraftstandardsareintendedforreviewandcommentbytheParksandRecreationCouncil,the <br />EmergencyServicesDepartment,andtheOrangeUnifiedTransportationBoard. <br />OverarchingGoal:Trailsystemswillbedesignedandconstructedtoaccommodatethemaximum <br />enjoymentoftrailusers,however,indoingso,therewillbeconsiderationsfortopography, <br />sedimentationanderosioncontrol,theavoidanceofsensitivenaturalandculturalresources,public <br />safety,andtheprovisionofstagingareasforvehiclestoaccesstrailusersintimesofemergency. <br />Objective#1–Trailswillbeconstructedandmaintainedwithaminimumclearancewidthofsix <br />feet(evenifwidthofthetrailtreadisnarrower)andaminimumclearanceheightofeightfeet. <br />[SingleͲtrackbiketrailsatLittleRiverParkmayhavesectionslessthansixfeetofclearance.] <br />Objective#2–Trailnetworksgreaterthanonemileintotallengthwillbemarkedwithperiodic <br />signsthatspecifydistancesfromtrailheadsandwithGPSreferencepointsforuserstoidentify <br />theirlocationalongthetrail. <br />Objective#3–Trailswillbeshownonmapsdisplayedonkioskslocatedattrailheads,andmaps <br />willbeavailablefromtheparkoffice(forparksthathaveanoffice)andfromtheDEAPRCentral <br />RecreationCenterinHillsborough. <br />Objective#4–EmergencyServicevehicleswillhaveaccesstotrailsinsuchawaythatlarger <br />vehiclescanreachstagingareasidentifiedwithinthepark(andonmaps)andsmallerallͲterrain <br />vehicles(e.g.,Gator)canaccessmostsectionsofthetrail.Stagingareaswillbelocatedwhere <br />feasiblewithincloseproximity(approximately¼mile)toanypointalongthetrails.Keystoany <br />gates/bollardswillbeprovidedtotheappropriateEmergencyServicesprovider(s)andwillbe <br />availablefromtheparkoffice(forparksthathaveanoffice). <br />Objective#5–EachparkcontainingatrailnetworkwilldevelopanEmergencyActionPlan, <br />includingprotocolandproceduresfortrailͲrelatedemergencies. <br />24
