ORANGE COUNTY <br />ORANGE UNIFIED TRANSPORATION BOARD (OUTBoard) <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date:November 18, 2015 <br />Action Agenda <br />Item No. 7b <br />SUBJECT: State Transportation Improvement Program Development <br />DEPARTMENT: Planning and Inspections PUBLIC HEARING: (Y/N)N <br />ATTACHMENT(S): INFORMATION CONTACT: <br />1.STIP Development Flow Chart and <br />Summary <br /> Abigaile Pittman, Transportation/Land Use <br />Planner, 919-245-2567 <br />PURPOSE:Receive an update on the State Transportation Improvement Program (STIP) <br />development process for transportation projects. <br />BACKGROUND:The STIP is the North Carolina Department of Transportation’s (NCDOT) ten- <br />year construction schedule for projects. The schedule is updated every two years based on a <br />data-driven process called ‘prioritization’, as well as the latest state and federal financial <br />situation and the status of preconstruction activities. Schedule development must adhere to the <br />Strategic Transportation Investments (STI) law which mandates ongoing evaluation and <br />improvement to ensure the process continues to be response to diverse transportation project <br />needs. Developing the STIP is accomplished through ongoing collaboration with regional <br />metropolitan and rural planning organizations, and public input. For Orange County, these <br />regional partners are the Triad Regional Planning Organization (TARPO), the Durham Chapel <br />Hill Carrboro Metropolitan Planning Organization (DCHC MPO), and the Burlington Graham <br />Metropolitan Planning Organization (BG MPO). The STIP Development Flow Chart and <br />Summary has been provided as Attachment 1. <br />The Strategic Mobility Formula ranks and funds project in three categories/levels: <br />1.Statewide Mobility – 40% of revenue distribution <br />2.Regional Impact – 30% of revenue distribution <br />3.Division Needs – 30% of revenue distribution <br />During the winter of 2015/2016 the NCDOT Strategic Planning Office of Transportation (SPOT) <br />(responsible for coordinating the project coordination process and development of the STIP) <br />reviews and calculates quantitative scores for new and existing transportation projects <br />submitted by local jurisdictions through member MPOs and RPOs. NCDOT Transportation <br />Improvement Program (TIP) staff then programs Statewide Mobility projects for the draft STIP, <br />and NCDOT releases the draft STIP for these statewide level projects in late winter/ early 2016. <br />In the Spring of 2016 the MPOs and RPOs rank projects on the Regional Impact level, which <br />can include projects that were not funded at the Statewide Mobility level. NCDOT SPOT then <br />finalizes the Regional Impact project scores. In the Summer 2016 NCDOT TIP staff identifies <br />Regional Impact project for the draft STIP incorporating these regional level projects. <br />,WHPE <br />49
