Orange County & NCDOT Highway Luncheon <br />Division 7 and District 1 <br />October 19, 2015 12:00 p.m. <br />7 <br />included in the report are more appropriate for private sector <br />implementation. <br />x A Resolution has been prepared for consideration as a means of <br />recognizing its support of efforts to improve safety on County roads and <br />moving forward with items for implementation. There are <br />recommendations for County implementation in the Resolution: <br />o Forward the Resolution and associated report to NCDOT, the <br />Orange County Sheriff for consideration of pertinent items, as well <br />as Orange County municipalities for information and partnership in <br />bicycle safety communications; <br />o Begin placing pertinent report items on agendas for quarterly <br />meetings with NCDOT for discussion and guidance; and <br />o Create a section of the Planning Department’s website specifically <br />for bicycling and begin placing key maps, plans, safety guidelines, <br />and links to other pertinent information. <br />x The Report suggests that the County create a task force for implementing <br />the Report; this has not been recommended by staff. However, staff could <br />be available for consultation as any private sector implementation occurs. <br />Bonnie Hammersley confirmed that the County has limits on its authority <br />regarding bicycle safety on state system roads. <br />Mike Mills stated that NCDOT’s Bicycle and Pedestrian Division is accepting <br />applications for its 2016 Bicycle Helmet Initiative. Agencies can apply for free <br />bicycle helmets to distribute to children from low-income families. The initiative is <br />open to both government and non-government agencies. Applications are due <br />on December 11, 2015. Bonnie Hammersley requested that Planning staff get <br />the details of this program and have it sent out as a press release, and work to <br />see if we can get some of these helmets for Orange County children. <br />j)Update on Collins Ridge development (1,000+ units) (Margaret Hauth, Tom <br />Altieri) <br />An update on the proposed Collins Ridge development was provided: <br />x Located on a 125-acre+ tract between I-85 and the railroad corridor on the <br />east side of Churton Street. <br />x Development proposal includes annexation, zoning, special use permit, <br />and a master plan. <br />x The master plan calls for the development of multiple residential ‘pods’ <br />including multi-family townhomes/apartment and single-family residences. <br />x A traffic impact study has already been completed. <br />x A first public hearing was held October 15th, which was continued to <br />November 19th. <br />46
