Orange County & NCDOT Highway Luncheon <br />Division 7 and District 1 <br />October 19, 2015 12:00 p.m. <br />4 <br />x The County’s transportation Consultant is continuing work that will allow <br />the County to update its access management plans in the economic <br />development areas. <br />x Planning staff has also been working with NCDOT staff to complete <br />revisions to the roadway element of the CTP/MTP of the BG MPO and the <br />DCHC MPO that would allow locally adopted transportation plans to be <br />linked with and complement the state CTP/MTP documents. NCGS 136- <br />66.2 authorizes the CTP/MTP and the locally approved collector street <br />plan(s) work together to identify the future transportation system. The <br />CTP/MTP revisions allow locally approved transportation plans, such as <br />the county’s access management plan(s), to collectively function as the <br />collector street plan for the MPO. The street and highway elements of the <br />plans address the dedication of right-of-way under local ordinances. <br />Earl McKee inquired about the status of the future proposed Mattress Factory Road <br />interchange project. Mike Mills responded that the project had scored low when <br />submitted in SPOT 3.0 and will again in SPOT 4.0. Earl McKee asked how the <br />SPOT score might be improved. Mike Mills replied that outside participation with <br />financial cost could help (but this would be multi-millions). <br />d) Construction schedule update for the downtown Hillsborough <br />improvements (bus pull-off and sidewalk/crosswalk changes) (Margaret <br />Hauth) <br />An update on the Churton Street Access Improvements was given: <br />x The scope of the project includes the following improvements: <br />o Traffic signal at Churton Street and King Street, and Churton Street <br />and Margaret Street. <br />o Curb ramp revisions on the east side of Churton Street at King <br />Street and Churton Street and Margaret Street. <br />o Grading, curb and gutter, crosswalks and signal modifications on <br />the west side of Churton Street from Tryon Street to just south of <br />Margaret Street. <br />o Grading, curb and gutter, crosswalk and bus pull-out on Churton <br />Street from south of Margaret Street to just south of Nash and <br />Kollack Street. <br />x The underground storage tank (UST) remediation has been completed; seven <br />underground tanks were found and removed; no contamination found. <br />x Wells were monitored in August. <br />x Right-of-way certification is pending. <br />x Design process is 90 percent complete. <br />x Bid out at the end of the year; notice to proceed in January-March, <br />weather allowing; construction to take place in the Spring 2016. <br />x Many funding sources are involved. <br />43
