ORANGE COUNTY <br />ORANGE UNIFIED TRANSPORATION BOARD (OUTBoard) <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date:November 18, 2015 <br />Action Agenda <br />Item No. 6 <br />SUBJECT: Discussion and completion of the activities and emerging issues lists for 2016 <br />DEPARTMENT: Planning and Inspections PUBLIC HEARING: (Y/N)N <br />ATTACHMENT(S): INFORMATION CONTACT: <br />1.OUTBoard Input for County <br />Commissioners’ Annual Planning <br />Retreat for 2016 <br />2.BOCC Goals and Priorities <br /> Abigaile Pittman, Transportation/Land Use <br />Planner, 919-245-2567 <br />PURPOSE:To discuss and complete the 2016 Activities and Emerging Issues lists of the <br />OUTBoard Input form, to be included in the BOCC Annual Planning Retreat Input Form. <br />BACKGROUND: <br />The Board of Commissioners annually welcomes input from various advisory boards, including <br />the OUTBoard, in preparation for its annual planning retreat early the following year. This input <br />is used: <br />x To review progress on Orange County’s goals and priorities; <br />x For relationship building between Commissioners and staff; and <br />x To initiate a discussion about BOCC actions related to petitions, <br />boards and commissions. <br />The OUTBoard Input form (Attachment 1) submitted to the Commissioners is divided into a <br />number of sections, with the following sections being completed by staff: <br />x Administrative information about OUTBoard Chair and staff contacts, meeting times, and <br />OUTBoard assigned charge and responsibilities; <br />x A review of the OUTBoard’s most important accomplishments for the current year; <br />x A list of specific tasks, events or functions performed annually; <br />x A description of the OUTBoard’s activities/accomplishments in carrying out BOCC <br />goal(s)/priorities where applicable; and <br />x How the OUTBoard’s activities/accomplishments relate to the Orange County <br />Comprehensive Plan’s goals or objectives. <br />The following final two sections of the input form are developed by staff for discussion and <br />completion by the board: <br />x Identification of any activities the OUTBoardexpects to carry out in 2016 as related to <br />established BOCC goals and priorities (Attachment 2); and <br />x Identification of concerns or emerging issues the OUTBoard has identified for the <br />upcoming year that it plans to address, or wishes to bring to the Commissioners’ <br />attention. <br />RECOMMENDATION(S): Staff recommends the OUTBoard discuss and complete the 2016 <br />Activities and Emerging Issues lists of the OUTBoard Input form, for inclusion in the BOCC <br />Annual Planning Retreat Input Form. <br />,WHP <br />27
