ORANGE COUNTY <br />ORANGE UNIFIED TRANSPORTATION BOARD (OUTBoard) <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date:November 18, 2015 <br />Action Agenda <br />Item No.5.b.ii <br />SUBJECT: Update on the North Carolina Community Transportation Program (CTP) <br />Administrative and Capital Grant Applications for FY 2017 <br />DEPARTMENT: Planning and Inspections PUBLIC HEARING: (Y/N)N <br />ATTACHMENT(S): <br />None <br />INFORMATION CONTACT: <br />Peter Murphy, Transportation Administrator, <br />919-245-2002 <br />PURPOSE: To receive an update on the North Carolina Community Transportation Program <br />(CTP) Administrative and Capital Grant Applications for FY 2017 <br />BACKGROUND: Each year, the North Carolina Department of Transportation (NCDOT) Public <br />Transportation Division accepts requests for administrative and capital needs for county- <br />operated community transportation programs. OPT is eligible to make application for both <br />administrative and capital funding. The current year FY 2016-approved application includes <br />$166,765 in administrative funding and $232,286 in capital funding for replacement vehicles with <br />total expenses equaling $399,051. <br />The total CTP funding request for FY 2017 is $166,765 for community transportation <br />administrative expenses and an additional $316,782 for capital expenses. This draft grant <br />application is made for expenses totaling $483,547. The NCDOT CTP FY 2017 grant requires a <br />15% local match ($25,015) for administrative expenses and a 10% local match ($31,678) for <br />capital expenses for a total of $56,693. The local match amounts must be committed from the <br />County general operating budget for FY 2017 (July 1, 2016 through June 30, 2017). <br />The CTP Administrative and Capital Grant provides Orange County access to funds to support <br />its rural transportation infrastructure that promotes economic self-sufficiency to a wide range of <br />residents and locations. The funds additionally support a system that enhances the access of <br />residents in the non-urbanized areas to health care, shopping, education, employment, public <br />services, and recreation. <br />Grant funds for administrative purposes are used to support overall transit systems <br />management and operations and promote general ridership. Grant funds for capital items <br />include the replacement of three (3) buses exceeding their useful life mileage thresholds in <br />OPT’s fleet. A public hearing was held on October 20 and November 5, 2015 to allow the <br />opportunity for public discussion and comment before the Board took action on a resolution that <br />,WHPELL <br />17
