ORANGE COUNTY <br />ORANGE UNIFIED TRANSPORTATION BOARD (OUTBoard) <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date:November 18, 2015 <br />Action Agenda <br />Item No.5.a. <br />SUBJECT: Orange County Public Transportation Assessment Study – October 2015 <br />DEPARTMENT: Planning and Inspections PUBLIC HEARING: (Y/N)N <br />ATTACHMENT(S): <br />1.Orange County Public Transportation <br />Assessment Study – October 2015: <br />http://server3.co.orange.nc.us:8088/weblink <br />8/0/doc/39532/Page1.aspx <br />INFORMATION CONTACT: <br />Peter Murphy, Transportation Administrator, <br />2245-2002 <br />PURPOSE:Update on a recently released Orange Public Transit (OPT) assessment funded by <br />the North Carolina Department of Transportation (NCDOT) Public Transit Division (PTD) and <br />prepared by KFH Group, Inc. <br />BACKGROUND: KFH Group, Inc., a consultant of NCDOT has completed a comprehensive <br />assessment of OPT. The study analyzed current conditions, service plans, and organization <br />and staffing and recommended near-term service improvements to provide improved service to <br />the citizens of Orange County. <br />SUMMARY OF STUDY RESULTS: <br />Overview of OPT <br />x Over the past several years there have been significant improvements in the <br />administration and management of OPT. <br />x OPT is now operating out of offices with sufficient space and appropriate conditions <br />managing the system. <br />x OPT operates a fleet of 14 vehicles, and the vehicle fleet is being updated to replace <br />overage vehicles and right-sized to address near-term expansion. <br />x Current fixed-route services include the Hillsborough Circulator and the Orange-Chapel <br />Hill Midday Connector. <br />x Demand-response service required under the Americans with Disabilities Act (ADA) is <br />provided in the fixed-route service areas. <br />x Other demand-response services include service to the rural general public, seniors, and <br />persons with disabilities. <br />x Specialized demand-response service is also provided to the clients of several County <br />agencies and Orange Enterprises. <br />x The County has recently adopted a new fare policy with fares that vary by type of service <br />and the age of the rider. <br />,WHPD <br />11
