1 <br />ORANGE COUNTY <br />ORANGE UNIFIED TRANSPORTATION BOARD (OUTBoard) <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date:February 18, 2015 <br />Agenda <br />Item No.5 <br />SUBJECT:Bicycle Safety <br />DEPARTMENT:Planning and Inspections PUBLIC HEARING: (Y/N)N <br />ATTACHMENT(S):INFORMATION CONTACT: <br />1.November 18, 2014 BOCC <br />Meeting Information Item – <br />Manager’s Response to Petition <br />regarding Bicycle Safety <br />2.Staff Plan to Address Board of <br />County Commissioners Petition <br />Regarding OUTBoard/Bicycle <br />Safety – to be distributed at the <br />meeting <br />Abigaile Pittman, Transportation/Land Use Planner, <br />919-245-2567 <br />Tom Altieri, Comprehensive Planning Supervisor, <br />919-245-2579 <br />PURPOSE:To receive an update on theBoard of County Commissioners (BOCC) Petition <br />related to bicycle safety. <br />BACKGROUND: At the BOCC November 6, 2014 regular meeting, a petition (Attachment 1) <br />regarding bicycle safety was brought forth by Commissioners Price and Jacobs requesting <br />Planning staff to review policies related to pedestrian bicycle access and begin working with <br />cyclist groups, law enforcement and transportation officials to develop a culture of sharing the <br />road. In response, Planning developed its plan to address the petition, which was provided to <br />the BOCC as an Information Item at its February 3, 2015 meeting. <br />Planning staff’s plan to address the BOCC petition regarding OUTBoard/Bicycle Safety <br />(Attachment 2)will bedistributed at the meeting due to recent discussions and revisions. The <br />Staff Plan will addressrepresentation from the BOCC, citizen participation, public outreach, task <br />objectives, and ultimately a report back to the BOCC in June with recommendations/plan. The <br />intent is to resolve these tasks over the course of three OUTBoard meetings. This first meeting <br />will providean introduction that includes an update on past discussions and recent events, and <br />to provide a reference for the review of State laws. An overview of future meeting activities will <br />be provided at the meeting as part of the Staff Plan. <br />The issue of bicycle safetyhas been a topic of interest by various County groups over the past <br />several years, including discussions by the OUTBoard, the BOCC, and citizen groups that have <br />consulted with authorities at the Sheriff’s Department, the Highway Patrol, and the North <br />41 <br />ReturntoAgenda
