Orange County Comprehensive Plan <br />Principles, Goals and Objectives <br />Objective SW-1: <br />Continue to affirm, support, and work towards achieving a 61% waste reduction goal adopted <br />by the County in 1997. <br />Objective SW-2: <br />Encourage the recycling of solid waste, including but not limited to the preference for <br />deconstruction practices over demolition, to minimize waste disposed of in landfills. <br />Objective SW-3: <br />Evaluate the solid waste collection system presently used by the County in terms of efficiency <br />and long-term sustainability. Recommend alternative systems or means to improve the existing <br />system based on this evaluation. <br />Objective SW-4: <br />Use land use planning, zoning regulations, and the process of development approvals to enable <br />the appropriate environmental controls and oversight of necessary solid waste facilities. (See <br />also Land Use Objective LU-4.2.) <br />Objective SW-5: <br />Require new construction and substantial remodeling of non-single family property to set-aside <br />adequate space and access for solid waste management and recycling materials storage on site. <br />Objective SW-6: <br />Work with municipalities in Orange County to review development proposals to ensure that <br />adequate space for solid waste management facilities is included within site plans. <br />Services and Community Facilities Goal 7: Efficient and effective public safety <br />including, police, fire, telecommunications, emergency services, and animal services. <br />Objective PS-T-1: <br />Ensure the provision of adequate public safety protection standards for residential, commercial, <br />and industrial development. <br />Objective PS-T-2: <br />Ensure that all state roads in the County receive non-duplicated names to be posted on signs at <br />intersections and that all houses are numbered in order to improve the response times of law <br />enforcement and emergency vehicles. (See also Transportation Objective T-2.3.) <br />Objective PS-T-3: <br />Establish and maintain an appropriate level of service for law enforcement and emergency <br />services and ensure the provision of adequate public safety protection standards for residential, <br />commercial, and industrial development throughout the County. <br />Objective PS-T-4: <br />Maintain high levels of cooperation and sharing of equipment among all departments and <br />agencies involved in law enforcement, public safety, crime prevention, fire protection, and <br />emergency services to assure a high level of service in a cost effective manner. <br />Objective PS-T-5: <br />Include in applied site design standards for residential, commercial, and industrial <br />development, appropriate road design standards to ensure adequate law enforcement and <br />emergency vehicle access to the development. (See also Transportation Objective T-2.3.) <br />Objective PS-T-6: <br />Develop a mechanism for cooperation with telecommunication facilities stakeholders regarding <br />the siting and design of towers. <br />Objective PS-T-7: <br />Manage the number of future wireless telecommunication facilities by identifying preferred <br />locations capable of accommodating service Countywide. <br />49
