Orange County Comprehensive Plan <br />Principles, Goals and Objectives <br />Establish a branch library to serve the central west area of the County centered on Cheeks <br />Township that will accommodate the future population growth of this area over the next 10-20 <br />years. <br />Objective L-5: <br />Provide additional library services to people in the sourthwest area of the County centered on <br />Bingham Township. <br />Objective L-6: <br />Evaluate the rural community for the establishment of cybraries or small branch libraries to <br />provide access to library resources at these more distant sites. <br /> <br />Services and Community Facilities Goal 5: Efficient and effective drainage, stormwater, <br />floodplain management, and erosion control systems. <br />Objective EC-1: <br />Continue to use Best Management Practices (BMP’s) for stormwater control, as outlined within <br />the Orange County Zoning Ordinance, Stormwater Ordinance, and Sedimentation Control <br />Ordinance, to minimize potential adverse impacts on the water quality. (See also Land Use <br />Objective LU-2.3, Natural Areas Objective NA-4 and Water Resources Objective WR-20.) <br />Objective EC-2: <br />Protect and maintain the chemical, physical, and biological quality and integrity of water supply <br />reservoirs. <br />Objective EC-3: <br />Prohibit activities that adversely affect surface and ground water systems that may serve or do <br />serve as a public water supply. <br />Objective EC-4: <br />Use low-impact stormwater design principles when developing new or retrofitting existing <br />drainage systems that do not functionally approximate the natural drainage pattern. <br />Objective EC-5: <br />Minimize sedimentation and erosion to reduce the transport of sediment and pollutants to <br />surface waters. <br />Objective EC-6: <br />Protect and maintain the existing aquatic, riparian and terrestrial habitats-of fish and wildlife. <br />Objective EC-7: <br />Prevent flood damage to public and private property. <br />Objective EC-8: <br />Protect the absorptive, purifying and retentive functions of the natural systems existing in the <br />County. <br /> <br />Objective EC-9: <br />Provide educational materials and programs to school groups, civic groups, developers and <br />interested citizens about water quality protection. <br />Objective EC-10: <br />Develop programs and incentives that encourage the implementation of Best Management <br />Practices, Low Impact Design, and on-site capture of stormwater in development projects. <br />Services and Community Facilities Goal 6: Less solid waste per capita with cost <br />effective and environmentally responsible disposal and management. <br />48
