Orange County Comprehensive Plan <br />Principles, Goals and Objectives <br />Objective WW-17: <br />Ensure that buyers of property within the County are fully informed about the on-site sewage <br />disposal requirements of their property. <br />Objective WW-18: <br />Allow on-site wastewater disposal in rural areas where soil conditions are acceptable. Where <br />there are unacceptable soils, state-approved on-site sewage disposal systems shall be required. <br />Objective WW-19: <br />Establish a continuing wastewater treatment inspection program within identified Protected and <br />Critical Water Resource Areas. (See also Water Resources Objective WR-6.) <br /> <br />Services and Community Facilities Goal 3: High quality educational facilities that <br />support our diverse and growing population and present opportunities for life-long <br />learning. <br />Objective E-1: <br />Continue the coordination of planning activities among the School Boards, Planning Boards, <br />Planning Departments, and other jurisdictions to provide for the future space needs and <br />appropriate location of schools to meet the long-term educational needs of Orange County <br />residents. <br />Objective E-2: <br />Continue to work with parks and recreation providers in the County to identify opportunities for <br />co-location and shared funding of school and public recreational “joint use” facilities. (See also <br />Parks and Recreation Objective PR-2.4.) <br />Objective E-3: <br />Achieve an equitable distribution of educational facilities. <br />Objective E-4: <br />Develop a standard that requires residential developers to provide an adequate amount of <br />acreage to meet future school facility needs. <br />Objective E-5: <br />Increase educational opportunities for older persons. <br /> <br />Services and Community Facilities Goal 4: High quality library facilities that support <br />our diverse and growing population and present opportunities for life-long learning. <br />Objective L-1: <br />Develop a comprehensive 3-5 year strategic plan that places priority on achieving a vision of <br />countywide equitable library services and resources for all citizens of Orange County, and <br />identifies specific measures for implementing Library Service Standards adopted by the Board of <br />County Commissioners. <br />Objective L-2: <br />Adopt a long-range library facility plan that takes into consideration the needs of the entire <br />County and is based on 20-year population projections. <br />Objective L-3: <br />Establish an Orange County Heritage Center to make accessible the local history materials now <br />located in various facilities. <br />Objective L-4: <br />47
