Orange County Comprehensive Plan <br />Principles, Goals and Objectives <br />Maintain a cooperative joint planning process among the County, the municipalities, and water <br />and wastewater providers and guide the extension of service in accordance with the <br />Comprehensive Plan, the Orange County-Chapel Hill-Carrboro Joint Planning Agreement and <br />Land Use Plan, and the policies of the municipalities. (See also Water Resources Objective WR-5.) <br />Objective WW-6: <br />Develop and implement a process whereby the responsibilities and duties associated with the <br />operation and management of package sewage treatment plants are specified as a requirement <br />of the permitting process for such facilities. <br />Objective WW-7: <br />Revisit and revise the Water Sewer Management Planning and Boundary Agreement to ensure <br />consistency with the Land Use map and land use categories. (See also Land Use Objective LU- <br />6.2.) <br />Objective WW-8: <br />Reduce the number of requests from utility authorities and others for plan and zoning <br />amendments needed to accommodate public water and wastewater facilities. <br />Objective WW-9: <br />Ensure that public water and sewer services are provided in those areas that can be practically <br />and efficiently served by these facilities, as provided in the Orange County-Chapel Hill-Carrboro <br />Joint Planning Agreement and Land Use Plan, and as delineated in the Water and Sewer <br />Management Planning and Boundary Agreement, as well as any inter-local government <br />agreement that implements the Agreement. <br />Services and Community Facilities Goal 2: Adequate, safe, and healthy groundwater <br />withdrawal and wastewater disposal systems with minimal impacts upon water and land <br />resources. <br />Objective WW-10: <br />Ensure that all development projects of a dense character have access to clean, safe, and <br />reliable water supplies. <br />Objective WW-11: <br />Increase educational efforts that increase citizen understanding of water quality problems and <br />the need for water conservation. (See also Water Resources Objective WR-2.) <br />Objective WW-12: <br />Prohibit package sewage treatment plants in the Watershed Critical Areas. <br />Objective WW-13: <br />Prohibit the establishment of public water and sewer services in the areas designated as <br />Watershed Critical Areas, except to address emergency public health situations. <br />Objective WW-14: <br />Designate prime reservoir sites in the County, and protect those sites from adverse <br />development. (See also Natural Areas Objectives NA-5 and NA-17 and Land Use Objective LU- <br />2.2.) <br />Objective WW-15: <br />Prohibit commercial and industrial land uses from locating and/or expanding within identified <br />Watershed Critical Areas. (See also Economic Development Objective ED-2.7 and Land Use <br />Objective LU-2.5.) <br />Objective WW-16: <br />Ensure that the type of wastewater disposal facilities serving a development are appropriate <br />given present and future demand for service, the distribution of users, and the capacity of the <br />natural environment to absorb the impact. <br />46
