Orange County Comprehensive Plan <br />Principles, Goals and Objectives <br />Locate parks and recreational facilities close to residential areas to encourage informal <br />interaction with nature, encourage walkability, and create areas of wildlife habitat with <br />appropriate recreational facilities within the more populated areas. (See also Natural Areas <br />Objective NA-13.) <br />Objective PR-5.2: <br />Landscape parks and recreational facilities with native vegetation and minimize water use where <br />practical. Prohibit use of known invasive non-native species in County facilities, and take steps <br />to eradicate occurrences of same. <br />Objective PR-5.3: <br />Ensure public access to County-owned parks and nature preserves, but direct facilities and trails <br />away from the most ecologically sensitive sites. <br />Objective PR-5.4: <br />Encourage development of a system of private open space and conservation areas, including <br />nature preserves, parks, linear parks, and scenic vistas compatible with the character of Orange <br />County. (See also Natural Areas Objectives NA-11, NA-12, and NA-16, and Transportation <br />Objective T- 1.5.) <br />Objective PR-5.5: <br />Develop linear parks and rustic trails in the Rural Buffer, and explore opportunities for <br />preservation and connectivity along other identified stream corridors. <br />Objective PR-5.6: <br />Create a new Parks and Recreation Facilities Plan Map, to guide future parks planning and help <br />leverage outside funding. <br /> <br />SERVICES AND COMMUNITY FACILITIES <br />Services and Community Facilities Goal 1: Efficient provisions of public water and <br />sewer service systems which are consistent with the Land Use Plan and which abide by <br />the current Water and Sewer Management Planning Boundary Agreement, the existing <br />Orange County-Chapel Hill-Carrboro Joint Planning Agreement and Land Use Plan, and <br />future agreements to be negotiated among the County and public and private service. <br />Objective WW-1: <br />Maintain a sustainable and high quality supply of ground and surface water so that available <br />resources meet existing and projected needs. (See also Water Resources Objective WR-2.) <br />Objective WW-2: <br />Coordinate the provision of potable water and sanitary sewer services with the County’s Land <br />Use Plan and Orange County-Chapel Hill-Carrboro Joint Planning Agreement and Land Use Plan, <br />targeting these services to urban, transitional, and economic development districts in a manner <br />that does not endanger environmental resources. (See also Land Use Objective LU-1.1, Housing <br />Objective H-1.5, and Economic Development Objective ED-2.10.) <br />Objective WW-3: <br />Maintain and add new partners to the existing Water and Sewer Management Planning and <br />Boundary Agreement with the Towns of Chapel Hill, Carrboro, and Hillsborough and OWASA. <br />Work to establish similar agreements with the Cities of Mebane and Durham and Orange- <br />Alamance Water System. (See also Land Use Objective 3.6.) <br />Objective WW-4: <br />Orange County welcomes opportunities to coordinate with Orange-Alamance Water System to <br />plan future service areas in the County. <br />Objective WW-5: <br />45
