Orange County Comprehensive Plan <br />Principles, Goals and Objectives <br />Objective PR-2.4: <br />Establish a mechanism to promote shared use of existing public and institutional buildings and <br />grounds for public recreation, as well as for their primary uses. (See also Education Objective E- <br />2.) <br />Objective PR-2.5: <br />Adopt criteria for evaluating potential land acquisitions for recreation and park facilities in <br />cooperation with other regional park providers. <br />Objective PR-2.6: <br />Develop a Memorandum of Agreement among the local governments on joint capital and/or <br />operational funding for future parks and recreational facilities. (See also Education Objective E- <br />2.) <br />Parks and Recreation Goal 3: Recreational facilities available for the public use in a <br />manner that is multi-generational and accessible to all County citizens at both the <br />countywide and community levels. <br />Objective PR-3.1: <br />Locate parks and recreational facilities close to residential areas and transportation nodes, to <br />increase public knowledge and accessibility to these facilities, including alternative <br />transportation modes. <br />Objective PR-3.2: <br />Implement individual park master plans, such as the 2006 Fairview Park Master Plan. <br />Objective PR-3.3: <br />Create a new Parks and Recreation Facilities Master Plan Map, to guide future parks planning <br />and help leverage outside funding. <br />Parks and Recreation Goal 4: Healthy lifestyles, quality of life and community building <br />through the provision of a variety of affordable recreational facilities and choice of <br />leisure activities, while responding to the changing needs and interests of County <br />residents. <br />Objective PR-4.1: <br />Developers shall provide for adequate and appropriate open space suitable for active/low- <br />impact recreation in residential developments. (See also Natural Areas Objective NA-10.) <br />Objective PR-4.2: <br />Investigate the potential for public and/or private commercial partnerships and recreational <br />facilities needed to serve Orange County’s residents. <br />Objective PR-4.3: <br />Work to keep recreational facilities and services affordable and sustainable to the general <br />public. <br />Objective PR-4.4: <br />Periodically survey the public, and conduct needs assessments, on recreation services. <br /> <br />Parks and Recreation Goal 5: Park and recreational facilities that are environmentally- <br />responsible, and where cultural and natural resources and open space within these sites <br />are protected. <br />Objective PR-5.1: <br />44
