Orange County Comprehensive Plan <br />Principles, Goals and Objectives <br />Protect land in and around biologically significant areas, and connections between these areas, to <br />allow for the maintenance of native wildlife and plant populations and their functional <br />relationships. <br />Objective NA-16: <br />Create a system of public and private open space and conservation areas, including parks, nature <br />preserves, and scenic vistas representative of the Orange County landscape. (See also Land Use <br />Objective LU-3.10, Parks and Recreation Objective PR-5.4, and Transportation Objective T-1.5.) <br />Objective NA-17: <br />Maintain and protect land that contains valuable productive resources, such as prime farmland <br />and prime forestland, by directing incompatible development away from these areas. (See also <br />Water and Wastewater Objective WW-14, Land Use Objective LU-2.2, and Natural Areas Objective <br />NA-5.) <br />PARKS AND RECREATION <br />Parks and recreation Goal 1: Adequate parks and recreational facilities for all citizens <br />within the County, regardless of age, gender, race or disability. <br />Objective PR-1.1: <br />Acquire and /or retain public ownership of parks, recreation facilities, open space, and <br />conservation areas that will serve Orange County. (See also Natural Areas Objective NA-9.) <br />Objective PR-1.2: <br />Acquire and/or retain lands suitable for siting both indoor and outdoor active recreation <br />facilities to serve all Orange County residents. <br />Objective PR-1.3: <br />Develop a land use planning mechanism for securing new parks through the development <br />approval process. (See also Natural Areas Objective NA-10 and Land Use Objective LU-4.3.) <br />Objective PR-1.4: <br />Consider alternative funding possibilities for future park facilities, such as non-profit <br />foundations. <br />Parks and recreation Goal 2: A partnership among regional recreational providers and <br />facility owners/managers, including the appropriate co-location and sharing of school <br />facilities, that meets the County’s recreation needs. <br />Objective PR-2.1: <br />The County will serve as the lead coordinator of regional open space and recreation facility <br />providers in the County (including OWASA, UNC-Chapel Hill, and Duke University), and <br />coordinate regional efforts including future parkland and recreation facility planning, <br />acquisitions, and operations/maintenance of community, district, and regional park and <br />recreation facilities. <br />Objective PR-2.2: <br />Develop a methodology to be used by regional recreational providers in determining the <br />number of recreation and park facilities needed. The agreed upon methodology should address <br />countywide and community-specific service areas and how needs are determined within those <br />service areas, such as linking facility needs to population growth. <br />Objective PR-2.3: <br />Develop a program for land dedication/recreation payment that is effective and comprehensive. <br />43
