Orange County Comprehensive Plan <br />Principles, Goals and Objectives <br />Maintain a cooperative joint planning process among the County municipalities and those <br />organizations responsible for the provision of water and sewer services to guide the extension of <br />service in accordance with the Comprehensive Plan, the Orange County-Chapel Hill-Carrboro Joint <br />Planning Agreement and Land Use Plan, and the policies of the municipalities. (See also Water <br />and Wastewater Objective WW-4.) <br />Objective LU-6.3: <br />Develop internal process audits and customer surveys to ensure customer satisfaction of the <br />development review and approval process. <br />Objective LU-6.4: <br />Develop educational and public information programs to increase awareness of the potential for <br />the design, construction and rehabilitation of commercial and residential structures that are <br />energy efficient and/or use non polluting renewable energy sources. <br />Objective LU-6.5 <br />Establish a "one-stop" County central permitting office. <br />Objective LU-6.6 <br />Evaluate and consider the "Community Building" recommendations of the Shaping Orange <br />County's Future's Task Force. <br />Objective LU-6.7 <br />Add an index to the adopted Comprehensive Plan and develop an executive summary of its <br />contents. <br />NATURAL AND CULTURAL RESOURCES <br />Natural and Cultural Systems Goal 1: Energy conservation, sustainable use of non- <br />polluting renewable energy resources, efficient use of non-renewable energy resources <br />and clean air. <br />GREENHOUSE GASES <br /> <br />Objective AE-1: <br />Assess and implement the current countywide greenhouse gas emissions inventory and action <br />plan target reductions. <br />Objective AE-2: <br />Adopt a carbon reduction plan to reduce County green house gas emissions by a target to be <br />determined by the ongoing Greenhouse Gas Emissions Study by the year 2020. <br />OZONE <br />Objective AE-3: <br />In addition to local actions, the County should continue to join appropriate regional initiatives <br />meet or perform better then Federal ozone standards. <br />Objective AE-4: <br />Work towards the installation of an ozone monitor in Orange County. <br />Objective AE-5: <br />Develop an accounting and assessment of air and water pollution impacts in Orange County <br />(both increases and decreases).
