DRAFT <br />Heidi Perry asked about other Orange County staff being on the bicycle safety force. 52 <br />53 <br />Abigaile Pittman explained that more information will be given in the presentation for the Bicycle Safety Task Force 54 <br />Applicants you want to do presentation. 55 <br />56 <br />Abigaile Pittman presented the Bicycle Safety Task Force Applicants 57 <br />58 <br />Heidi Perry inquired about removing two members so that she and Jeff Charles could be voting members on the task 59 <br />force. 60 <br />61 <br />Amy Cole stated that she is opposed to taking anyone off the applicant list but that she does agree with Heidi Perry in 62 <br />that she and Jeff Charles should be able to vote on the task force. 63 <br />64 <br />Alex Castro I think if Heidi is going to do so much work on the force I think she should be able to vote. 65 <br />66 <br />Ted Triebel states his support, indicating that since the OUTBoard recommended the Bicycle Safety Task Force and 67 <br />since Heidi will be undertaking substantial administrative work as part of the task force, the OUTBoard should have 68 <br />voting representation. 69 <br />70 <br />Motion made by Art Menius to allow 18 members on the Bicycle Safety Task and that the new two additional 71 <br />members should be from the OUTBoard. 72 <br />VOTE: Unanimous 73 <br />74 <br />Motion made by Alex Castro to approve the revised slate as presented in attachment one. Seconded by Art Menius. 75 <br />VOTE: Unanimous 76 <br />77 <br />Max Bushell delivered crash report presentation. 78 <br />79 <br />There were questions about the accuracy of the data being reported, regarding incidents that are not reported and if 80 <br />the alcohol involved was with the motorists. Max Bushell stated he would look into which crashes involved alcohol 81 <br />and whether the driver or the bicyclist was intoxicated. He will also examine at which times of day the fatal crashes 82 <br />occurred. Additionally, he will examine the driver demographics to assess appropriate groups to target with safety 83 <br />messaging. 84 <br />85 <br />Max Bushell continued with presentation 86 <br />87 <br />Heidi Perry spoke about House Bill 959 that just passed and is going to senate that will make it legal for motorists to 88 <br />cross a double yellow line to go around cyclists. She also mentioned counters that have gone up in Carrboro that will 89 <br />give a better idea of how many cyclists are going on county roads. 90 <br />91 <br />Max Bushell concluded presentation. 92 <br />93 <br />Abigaile Pittman delivered Task Force Charge Presentation. 94 <br />95 <br />Heidi Perry led the discussion and identified a few different areas to focus on. First, the Bicycle Safety Task Force 96 <br />(BSTF) should identify areas with a significant bicycle safety issue. She clarified that the BSTF is not charged with 97 <br />creating new laws or suggesting infrastructure changes. The BSTF’s priority is safety and education. 98 <br />99 <br />The biggest area of discussion was how to get more public awareness of the rules of the road. There was a lot of 100 <br />brain storming on how to do this such as billboards; through schools, such as liaising with the Let’s Go NC group and 101 <br />working to include bicycle safety information in Driver’s Education classes; information on OPT buses, such as bus 102 <br />4
