Orange County & NCDOT Highway Luncheon <br />Division 7 and District 1 <br />July 12, 12:00 p.m. <br />Craig Benedict noted that the City of Mebane is doing a transportation plan and <br />is coordinating with the County regarding planning for the proposed Mattress <br />Factory Road interchange. <br />c)Efland stakeholder meeting held on May 31, 2016 to discuss access issues in <br />Efland. (Craig Benedict) <br />Craig Benedict stated that the meeting held in May was attended by Orange <br />County staff, NCDOT staff, and NCRR staff. Agenda topics included: <br />Main meeting take-aways, including possible short- and long-term solutions are: <br />x Economic Development Area has some potential for large scale industrial <br />projects. <br />x Benefits -- Rail access; Highway access; New water/sewer access; and new <br />signalization project underway <br />x Transportation Challenges <br />o Truck turning movements from Mt. Willing Road onto Forest Avenue <br />and onto Efland-Cedar Grove Road <br />o RR corridor expected to be double-tracked through this part of the <br />County <br />o Southern Drive and Forrest Avenue encroach in NCRR right-of-way <br />and are state-maintained roads. <br />o Possible long-term curve straightening in this area. <br />x Orange County has an Access Management Plan – working on linkage to <br />MPO Comprehensive Transportation Plans (CTPs), which will help with right- <br />of-way dedication. <br />x Possible short-term solutions <br />o Signal and turn-lane improvements at the Mt. Willing Road rail <br />crossing. <br />o Connect to land to the west of Mt. Willing Road through a Turner Street <br />extension. <br />o NCRR willing to work with County. Ability to add new roads in NCRR <br />corridor to south of existing track but may not be best long-term <br />solution. <br />o Improvements to Southern in NCRR right-of-way required. Section for <br />a two-lane road with shoulder and ditch would be a 50-60 ft. wide <br />footprint south of the existing paved road. Additional right-of-way may <br />be needed from adjoining property owners. <br />o Trip generation would be an important issue related to short-term use <br />of Southern Drive. <br />x Possible long-term solutions recommended to be evaluated in a Feasibility <br />Study/Small Area Plan. <br />o Better utilization of I-85/US 70 Connector. Improve turning <br />movements. <br />28
