ORANGE COUNTY <br />ORANGE UNIFIED TRANSPORTATION BOARD (OUTBoard) <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: August 17, 2016 <br />Action Agenda <br />Item No. 4b <br />SUBJECT: North Carolina Department of Transportation (NCDOT) Success Plan <br />DEPARTMENT: Orange Public Transportation <br />ATTACHMENT(S):INFORMATIONCONTACT: <br />1.NCDOT Success Plan <br />2.OPT Scorecard <br />Peter Murphy, Transportation <br />Administrator, 919-245-2002 <br />PURPOSE:To review and consider adopting OPT’s NCDOT Success Plan (Attachment 1). <br />BACKGROUND:For fiscal year 2017 (July 1, 2016 through June 30, 2017) North Carolina <br />Department of Transportation Public Transportation Division has adopted new best practice <br />requirements that include quarterly reporting of annually adopted success plans for each <br />Community Transportation Grant Recipient. OPT staff attended a series of training sessions <br />sponsored by the state. Working with state’s consultant group and their assigned Mobility <br />Development Specialist, staff compiled a success plan meeting the NCDOT/PTD standards. <br />The success plan contains three major components: 1) A strategic plan with an updated and <br />simplified mission statement, vision statement, success moments and value statement; 2) An <br />operating plan with guiding management pillars and operating tactics; and 3) A performance <br />scorecard that will be combined with four NCDOT metrics (Attachment 2). <br />OPT’s scorecard consists of Safety, Financial Stability, Customer Experience, Growth Plan and <br />Technology updates. NCDOT’s scorecard consists of subsidy per customer trip, cost per customer <br />trip, customer trips per seat hour and net promoter score. <br />FINANCIAL IMPACT: Future quarterly reporting and grading may impact a percentage of grant funding <br />received by Orange County. <br />RECOMMENDATION: The staff recommends that the Board: <br />x Receive and review the information; <br />x Provide feedback; and <br />x Adopts the Plan <br />13
