Since <br />that meeting, the North Carolina Department of Transportation (NCDOT) released the SPOT P4.0 <br />scores and opened the window for the application of local input points by each Metropolitan <br />Planning Organization (MPO)/Rural Planning Organization (RPO). Using the OUTBoard <br />methodology, Orange County transportation planning staff prepared a prioritized list of <br />transportation projects, which was formally approved by the Orange County Board of County <br />Commissioners in a resolution (Attachment 1) on May 5, 2016. This prioritized list served as a basis <br />for each MPO/RPO to apply their prioritization process and assign local input points. Following a <br />public comment period, each MPO/RPO is in the process of approving the local input point <br />allocations. The NCDOT Division process for allocating their local input points is also currently <br />underway. <br />It is important to note that the Triangle Area Rural Planning Organization (TARPO) and the <br />Burlington-Graham Metropolitan Planning Organization (B-G MPO) applied local input points to <br />transportation projects at both the Regional Impact and the Division Needs levels, though the B-G <br />MPO has not yet finalized their local input point allocations. As such, this transportation project flow <br />chart reflects the final local input point allocation for Orange County projects in the TARPO, but not <br />the B-G MPO jurisdiction. The Durham Chapel Hill Carrboro Metropolitan Planning Organization <br />(DCHC MPO) will allocate local input points at the Division Needs level upon receipt of the Regional <br />Impact level funding allocation results, likely in August/September 2016. <br />The attached flow chart (Attachment 2) provides a graphic representation of the Orange County <br />projects that received local input points from the relevant MPO/RPO.
