ORANGE COUNTY <br />ORANGE UNIFIED TRANSPORTATION BOARD (OUTBoard) <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 15, 2016 <br />Action Agenda <br />Item No. 4.b. <br />SUBJECT: Bicycle Safety Task Force <br />DEPARTMENT: Planning <br />ATTACHMENT(S):INFORMATIONCONTACT: <br />1.Revised Slate of Bicycle Safety Task Force <br />Applicants <br />2.Proposed Amended Bicycle Safety Task <br />Force Resolution <br />3.Orange County Bicycle Crash Report <br />2007-2013 <br />Abigaile Pittman, Transportation/Land <br />Use Planner, 245-2567 <br />Max Bushell, Transportation Planner, <br />245-2579 <br />Tom Altieri, Comprehensive Planning <br />Supervisor, 245-2575 <br />PURPOSE:To review and make a recommendation on revisions to the slate of Bicycle Safety Task <br />Force applicants (Attachment 1); to review and make a recommendation on a proposed amended <br />Bicycle Safety Task Force Resolution (Attachment 2); to receive and discuss the Orange County <br />Bicycle Crash Report 2007-2013 (Attachment 3); and to discuss implementation of the Task Force <br />Charge as set forth in the Resolution. <br />BACKGROUND: <br />A process to create a County Bicycle Safety Task Force was set in motion in November, 2014 when <br />Commissioners Price and Jacobs brought forth a petition regarding bicycle safety, requesting staff <br />to work with the OUTBoard to develop a plan with input from key stakeholder groups. Since that <br />time, continuing efforts by staff and the OUTBoard, with guidance and input from the Board of <br />County Commissioners (BOCC) and the Manager, have resulted in the development and <br />acceptance of a Bicycle and Pedestrian Safety Report, and a Resolution creating a Bicycle Safety <br />Task Force with a charge focused on bicycle safety, education and research. Applicants for the <br />Task Force were solicited from key stakeholder groups, the OUTBoard received and recommended <br />14 applicants; and 3 additional applications have been received through the efforts of the Manager’s <br />office, to more fully address the membership groups per the Resolution. <br />Additional Task Force Applicants <br />Staff and the OUTBoard made an extensive good faith effort towards fulfilling the intent of the <br />BOCC’s guidelines for Task Force composition. A total of fourteen (14) applications were received <br />and presented to the OUTBoard at its meeting on April 4, 2016, representing 9 of the 11 <br />membership groups. Since the OUTBoard meeting, in the course of the BOCC agenda review <br />process for processing the appointment request for the applications, three (3) additional applications <br />were received through efforts made by the County Manager’s office to address the other two <br />membership groups (the Sheriff’s Department and the Chapel Hill/Carrboro Chamber of <br />Commerce), and to have a member from the Visitor’s Bureau Board, rather than the Director of the <br />Department. Therefore, the slate of applicants has been revised to more completely fulfill the <br />10
