x Those who work with driver’s education classes and/or traffic offenders <br />x Interested and concerned Orange County residents <br />Applications received to date are provided in Attachment 2.A total of 16 applications have been <br />received, representing 9 of the 11 membership groups. Noapplications, verbal or written,have <br />been received for the following stakeholder groups: <br />x Law enforcement agencies (Sheriff’s Dept. or Highway Patrol, or any other law <br />enforcement agency) <br />x Chapel Hill/Carrboro Chamber of Commerce <br />Based on communications with OUTBoard members and other sources, there is thepossibility <br />applications for these membership groups will be received prior to the Board’s meeting on <br />Monday, April 4th. <br />The OUTBoard has the option toeither: <br />1. Postpone its recommendation oftask force appointments to the BOCC’s June 7, 2016 <br />meeting to allow moretime to seek additional applicants; or <br />2. Move forward with its recommendation of appointments from the applications received to <br />date. <br />Staff believes that some flexibility with regard to the membership groups is reasonable given <br />that the adopted resolution states that these are guidelines. Additionally, although law <br />enforcement agencies have not identified any participants, staff will keep them informed via <br />email of task force meetings and discussions on topics, and they are welcome to participate at <br />any time. Further, one of the applicants is a retired NC Highway Patrol Trooper. Staff maintains <br />that a good faith effort has been made towards fulfilling the intent ofthe BOCC’s guidelinesfor <br />Task Force composition. <br />RECOMMENDATION(S):Staff recommends thatthe OUTBoard: <br />1.Receive and review the application information; <br />2.Make recommendation(s) regarding Task Force applicants; <br />3.Forward the recommendations to the BOCC for review at its May 5, 2016 meeting; and <br />4.Request that the BOCC appoint itsliaison to the Task Force, as provided in the approved <br />Resolution (Attachment 1). <br /> 18
