After the Board approved the OCBRIP and Orange County voters approved the transit <br />funding referendum in 2012, the Legislature in 2013 enacted the Strategic <br />Transportation Investments (STI) law (HB 817) which implemented a data-driven <br />process for selecting transportation projects statewide. Following discussions between <br />the NCDOT Rail Division, the North Carolina Railroad (NCRR) company, the Town of <br />Hillsborough, and Orange County, it was determined that the Station project would be <br />eligible for entry into the funding competition established by STI. The project was <br />submitted, performed well under the relevant criteria, and was added to the STIP, with <br />construction scheduled to take place in 2019 and 2020. In the current STIP, the Station <br />project is scheduled to be funded with about 90 percent state funds and 10 percent local <br />funds, including revenue from the ½ cent sales tax. <br />Current Status <br />Discussions with regard to the design and layout of the Hillsborough Train Station have <br />been ongoing between Town of Hillsborough staff, Orange County Transportation <br />Planning staff, and local transit providers. It was initially determined that an <br />environmental process would be required, but based on the fact that this project has no <br />federal funding and does not exceed a cost of $10 million, an environmental process <br />was deemed unnecessary. <br />After a recent meeting, the Town of Hillsborough’s consultant on this project prepared a <br />final concept schematic indicating proposed parking layout and circulation (Attachment <br />1). With this concept as a basis, planners at the Town of Hillsborough are preparing a <br />Request for Qualifications (RFQ) for architecture firms to bid on designing the station <br />building. It is anticipated that this RFQ will be ready at the end of October and Town of <br />Hillsborough planners are optimistic that the Town can select an architect in November. <br />58
