10/12/2016Job Bulletin <br />http://agency.governmentjobs.com/orangecountync/job_bulletin.cfm?JobID=1551697 <br />Coordinates with the Orange County Planning Department on items such as: GIS, Demographic <br />Data, Orange Unified Transportation Board (OUTBoard), Orange County Bus and Rail Investment <br />Plan, (including GoTriangle Annual Reports) new project development and redevelopment <br />review, and community outreach; <br />Manages preparation of OPT's agenda materials for quarterly meetings with the Transit <br />Service/OUTBoard. Conducts and attends meetings consistent with the State's Transit Advisory <br />Board (TAB) requirements; <br />Responds to inquiries by providing requested information and furnishing professional public <br />transit planning advice and assistance. Provides excellent customer service; <br />Develops reports based upon financial and operating data for the County Manager and the Board <br />of Orange County Commissioners (BOCC). Reports OPT information to the National Transit <br />Database (NTD) and NCDOT Operation Statistics database (OPStats); <br />Develops and manages the department's operating and capital budgets. Coordinates the <br />purchase/lease of fixed assets, items, and vehicles and ensures appropriate billing procedures <br />are followed based on grant requirements; <br />Evaluates and monitors routes, schedules, and general operations and recommends service <br />improvements or development of new service; <br />Proposes and processes approvals from appropriate agencies and implements bus service <br />expansion plans. Monitors Bus and Rail Investment Plan revenues, consistent with interlocal <br />agreements, and in coordination with the Orange County Manager's Office, Finance Department, <br />and Planning Department; <br />Uses sound marketing principles to develop an integrated marketing strategy for Orange Public <br />Transportation services and prepares or oversees the preparation of marketing materials; <br />Adheres to the policies and standards adopted by the BOCC; <br />Coordinates with Orange County Asset Management Services for maintenance of all facilities <br />and vehicles; <br />Makes written and oral presentations to management and the BOCC and follows internal agenda <br />review processes through the County Manager's office; <br />Manages personnel to ensure the effective deployment of the Orange Public Transportation <br />human resources. Recruits, interviews, and hires personnel. Assigns work, supervises, trains, <br />disciplines, and evaluates the performance of subordinate staff; <br />Participates in Emergency Operations Center planning and action for storm events; <br />Performs other related duties as required. <br />TYPICAL QUALIFICATIONS: <br />Knowledge of: <br />Knowledge of Federal and State transit laws and regulations and familiarity with grant <br />applications and reporting requirements for both urban and rural service. <br />Knowledge of bus transportation principles, service functions, fleet operations, and <br />maintenance. <br />Knowledge of business and management principles involved in strategic planning, resource <br />allocation, human resources modeling, leadership technique, production methods, and <br />coordination of people and resources. <br />Knowledge of principles and processes for providing high quality customer service.
