ENO EDD SEWER PROJECT, PROPOSED DEVELOPMENT, AND ACCESS MANAGEMENT PLAN 935 <br /> 936 <br />Abigaile Pittman reviewed the abstract. She said that this Eno Access Management Plan was adopted in 2013 and it 937 <br />is for one of three strategic economic development areas in the County. She showed the different land uses on a 938 <br />map in the presentation and oriented the Board to the area shown on the map (Durham County to the right). Ms. 939 <br />Pittman said that the two main things holding this area back from development have been: (1) no sewer and very little 940 <br />water; and (2) lack of improved road infrastructure. There is an Orange County Capital Improvement Project 941 <br />underway with extending sewer from the City of Durham into the area. There are already some water lines in the 942 <br />area. The Planning Department has also received a development proposal in the area. Residents in the area are 943 <br />working with the County to get connected to the new sewer lines and the water lines, and are also discussing 944 <br />dedicating right-of-way for the future roads that will need to be built. She showed the Board the Eno EDD Access 945 <br />Management Plan and pointed out the proposed extension of Highway 751 north of US 70, which she described as 946 <br />the most important road access component for the Eno EDD. The County does not qualify for the STIP funding with 947 <br />the scoring system because there is no congestion here yet. So, at this point, the County would need to compete for 948 <br />economic development funds. The County has Article 46 quarter-cent sales tax funds and NCDOT has some 949 <br />economic development funds, so the Planning Department is discussing a shared funding strategy. Ms. Pittman 950 <br />showed Board members visually where future right-of-ways would conceptually be located. Some road development 951 <br />will be done by private developers also.
