FUTURE ROADWAY NETWORK <br />Based on the information presented in this report and taking into account functional classification, design <br />speed, traffic volumes, character and composition of traffic and type of right‐of‐way, the roadway <br />network on the following pages is recommended. NCDOT Annual Average Daily Traffic (AADT) counts <br />were used to determine the traffic volumes surrounding the study area, while traffic studies for adjacent <br />streets were also used to inform this analysis. In recommending these new facilities, Orange County used <br />the following criteria as guidelines: <br />1.Serve all of the future development areas <br />2.Keep traffic off of the existing roadway network <br />3.Provide access to the existing interchanges <br />4.Minimize stream crossings <br />5.Avoid historical areas, cemeteries, and archaeological resources <br />6.Avoid currently developed properties <br />7.Avoid wetlands, poor soil, and rock <br />8.Create better conditions for non‐automobile modes <br />Roads will be constructed to the design speeds provided for each cross‐section. <br />40
