<br />Section 4 of the Report – Cost Analysis: Conceptual Design and Construction Cost <br />Estimate <br /> <br />Cost estimates were developed for each new road and for roadway improvements to <br />existing roadways. Based on the conceptual design process, the overall cost for <br />constructing the approximately 11 miles of new roadways and improvements to existing <br />roadways would be around $30.9 million. The additional cost for adding sidewalks is <br />about $13.6 million. The total cost to provide the identified roadway network and <br />associated improvement to existing roads is approximately $44 million. Projects will be <br />funded by both by developers and through the Statewide Transportation Improvement <br />Plan (STIP) process. See pages 43-44 of the Report. <br /> <br />General Next Steps – Amending the E-B-M Access Management Plan <br /> <br />The Efland-Buckhorn-Mebane Access Management Plan (AMP) was adopted in <br />November 2011 to address traffic, access and connectivity and to maintain the <br />functionality of the transportation network as the E-B-M area develops. The following is <br />a link to the 2011 AMP: <br />http://www.orangecountync.gov/departments/planning_and_inspections/AdoptedEfland <br />BuckhornMebaneAMP.pdf <br /> <br />Over time, with the installation of sewer and water lines and development of several <br />industrial and commercial sites, it became evident that a somewhat less conceptual and <br />more precise access management concept for the area was necessary. The data <br />presented in the consultant’s technical report will inform an upcoming amendment of the <br />access management plan and provide the basis and justification for requiring the <br />dedication of rights-of-way in the E-B-M Study Area. <br /> <br />The amendment process will occur approximately over the next year, and include a <br />review by the OUTBoard, review and approval by the Board of County Commissioners <br />(BOCC). Additional details will be provided as amendment plans progress. <br /> <br /> <br />24
