<br /> <br />The land use classifications of the FLUM, together with the existing and future <br />recommended zoning districts, informed a 30-year build-out analysis for the Study Area. <br />The analysis served as the basis for estimation of the amount of additional traffic that <br />could be generated in the future, as well as serving as a tool for planning for future <br />improvement to the transportation network. <br /> <br />Based primarily on a combination of the existing road network, the existing Zoning Map, <br />and the designated future land use, eighteen development pods were created as a base <br />for the buildout analysis. See page 14 of the Report. The process incorporated a <br />number of attributes. The result of the analysis was the estimated buildable acres per <br />pod, used for estimating future trip generation for the area. Future trips were determined <br />per pod by combining data from existing transportation impact analyses (TIAs) in the <br />vicinity, NCDOT traffic counts, and trip generation data calculated based on various <br />land use codes and the buildable areas of the pods. See Attachment C of the Report for <br />more detailed information. The analysis serves as a tool for consideration of future <br />needs and improvements to the transportation network serving the Study Area. <br /> <br />Based on environmental and cultural constraints, existing and projected traffic volumes, <br />functional classification, design speed, character and composition of traffic and type of <br />right-of-way, a roadway network and cross-sections were recommended for the Study <br />Area. See pages 16-21 of the Report. The Report includes three different cross- <br />sections: A 2-lane undivided with paved shoulders and sidewalks (within Mebane’s <br />future jurisdiction); a 2-lane undivided with paved shoulders (outside Mebane’s future <br />jurisdiction); and a 2-lane with two way left turn lane, and paved shoulders (on several <br />existing primary roads). Recommendations for the future road network are to 2025 and <br />may require additional technical analysis at the time of implementation. Traffic volumes <br />were then assigned to the roadway network. See pages 23-24 of the Report. <br /> <br />Future traffic volumes were also applied to five key intersections. See page 42 of the <br />Report: <br /> New Road A at Ben Wilson Road <br /> New Road A at West Ten Road <br /> West Ten Road at Buckhorn Road <br /> New Road H at Mt. Willing Road <br /> US-70/I-85 Connector <br /> <br />Recommended cross sections for the five intersections were determined based on the <br />estimated traffic from the capacity analysis, and coordination with NCDOT. The Level <br />of Service (LOS) was calculated for each new and existing intersection. (LOS is based <br />on a measure of the average time delay at an intersection and ranges from A to F, with <br />A having the shortest delay time and F having the longest). See pages 25-41 of the <br />Report. The intersection capacity analysis revealed that several of the five intersections <br />will need additional consideration and analysis during the upcoming amendment of the <br />Efland-Buckhorn-Mebane Access Management Plan: West Ten Road at Buckhorn <br />Road; New Road A and West Ten Road; and the US-70/I-85 Connector. <br /> <br />23
