Transportation Report for the Efland-Buckhorn-Mebane Study <br /> Area <br /> <br />Background <br /> <br />Orange County is in the process of completing an examination of access management <br />issues in the E-B-M Study Area that runs along the north side of I-40 between Buckhorn <br />Road and I-85/US 70 Connector and along the south side of I-40 between Ben Wilson <br />Road and Mt. Willing Road. As part of this process, the County first hired an <br />environmental consultant, and then a transportation consultant to provide technical <br />analysis. The final technical report, the Transportation Report for the Efland-Buckhorn- <br />Mebane Study Area, was completed this month (Attachment 1). <br /> <br />Section 1 of the Report – Introduction: Purpose and Background, and Access <br />Management <br /> <br />The primary purpose of this work is to inform the development of a roadway network to <br />support investment in the E-B-M Study Area, based on an examination of existing plans, <br />future land use, environmental constraints, cultural and historic resources, key <br />transportation considerations, and future development potential. The scope of work <br />included forecasting future traffic volumes, a study of key intersections, a calculation of <br />Level of Service (LOS) rating, and the recommendation of cross-sections for new and <br />existing roads. <br />21
