The <br />STIP is the major tool the State uses for the implementation of locally and regionally adopted <br />transportation plans from which projects are conceived for programming consideration. In 2015 <br />and 2016, the State, in conjunction with the metropolitan planning organizations (MPOs) and <br />rural planning organizations (RPOs) throughout the state, progressed through the prioritization <br />process for the 2018-2027 STIP, which is scheduled to be finalized and adopted by the North <br />Carolina Board of Transportation in July 2017. <br />2020-2029 STIP <br />The State is once again beginning the process of developing the 2020-2029 STIP, which is <br />scheduled to be finalized and adopted in July 2019, and will be requesting local input for <br />transportation project lists to be submitted through each local government’s respective MPO or <br />RPO. <br />Strategic Mobility Formula <br />Implicit in this process is the application of the Strategic Mobility Formula (SMF), developed as <br />part of the Strategic Transportation Investments (STI) legislation adopted in 2013. The SMF <br />uses an updated scoring methodology that institutes some changes to the inputs and weights <br />used to rank projects for consideration and inclusion in the STIP. Although the development of <br />this slightly modified methodology has not yet been finalized by the North Carolina Department <br />of Transportation (NCDOT) Strategic Planning Office of Transportation (SPOT) Working Group, <br /> 9
