Item 7.a. <br />Orange County & NCDOT Highway Luncheon Meeting Notes <br />Division 7 and District 1 <br />March 29, 2017 12:00 p.m. <br /> <br /> <br />crashes along Schley Road and at the intersection of Schley Road and New <br />Sharon Church Road, there have been 17 crashes in a five-year timeframe, <br />including two crashes resulting in a Class A injury, indicating the presence of <br />a possible safety issue at that intersection. Orange County Transportation <br />Planning staff would like to bring this to the attention of NCDOT staff and <br />request that NCDOT examine this intersection to better understand what, if <br />any, intervention could be appropriate to improve safety. NCDOT stated they <br />will look into this and determine if any improvement is needed at this location. <br /> <br />d) Safety Improvements at Orange Grove Road Bridge over I-40 (Max Bushell, <br />NCDOT) <br /> <br />The bridge on Orange Grove Road over I-40 provides the only access <br />between the Patriot’s Pointe apartment complex and a nearby mobile home <br />park and two schools, the Grady Brown Elementary School and the Cedar <br />Ridge High School. Originally designed only for automobile traffic, the bridge <br />is consistently used by pedestrians to access the schools despite the <br />dangerous conditions for walking along the roadway. Orange County <br />submitted a project to the NCDOT SPOT P3.0 prioritization process to <br />construct a pedestrian bridge at this location, though issues with local match, <br />local project management, maintenance costs, liability, and a lack of receiving <br />sidewalks rendered the project untenable. In the current SPOT process, P5.0, <br />Orange County is submitting two projects at this location, one pedestrian <br />bridge and one highway widening project with sidewalks and bike lanes. In <br />the interim, however, Orange County Transportation Planning staff has <br />requested that NCDOT install a fence along the I-40 bridge to prevent people <br />from falling off the bridge as well as to prevent people from dropping items <br />onto the highway. NCDOT indicated that they are struggling to come up with <br />the funding to install a fence at this location. <br /> <br /> <br /> 50
