Item 7.a. <br />Orange County & NCDOT Highway Luncheon Meeting Notes <br />Division 7 and District 1 <br />March 29, 2017 12:00 p.m. <br /> <br /> <br />Arthur Minnis Road had previously been programmed for <br />modernization and paving under the Department of Transportation’s <br />Secondary Road Construction Program based on relative priority <br />ranking. Unfortunately, in spite of a number of attempts by NCDOT, <br />four property owners along the roadway have been consistently <br />unwilling to provide the right-of-way necessary for the project. As a <br />result, NCDOT has been unable to pave this segment. Letters were <br />recently sent to land owners to request the dedication of right-of-way to <br />allow for the paving of this section, but NCDOT reports that no <br />landowner responded to the letter. Discussions among NCDOT, <br />Commissioners and staff suggested that the County reach out to two of <br />the four property owners to help facilitate the dedication of right-of-way <br />for the repaving of this road. The County would assume NCDOT <br />administrative costs, etc. If this can be done, NCDOT would consider <br />condemnation proceedings for the remaining two parcels. <br /> <br />iv. Bridge Improvements on Dimmocks Mill Road to Accommodate <br />Mountains-to-Sea Trail (MST) (Rich Shaw) <br /> <br />The proposed MST alignment would cross over I-85 on the existing <br />Dimmocks Mills Road bridge. Input is needed from NCDOT regarding <br />safety improvements on the bridge, such as lighting and signage. <br />Chuck Edwards noted that there is an I-85 widening project farther to <br />the east (and 10 years out), and that this bridge is not slated for <br />replacement. Commissioner Jacobs made some comparisons with the <br />Orange Grove Road bridge over I-40 and asked if they could be <br />treated similarly with regard to safety improvements. Mike Mills noted <br />that the difference is that there is no planned connecting pedestrian <br />network (sidewalks, trails) in the case of the Orange Grove Road <br />bridge. Chuck Edwards stated that NCDOT will need to coordinate with <br />the County when the MST trail alignment is finalized. <br /> <br />v. Intersection Danger on Buckhorn Road and Mt. Willing Road (Barry <br />Jacobs) <br /> <br />Barry Jacobs noted that a resident called to complain about dangers at <br />Buckhorn Road and Bradshaw Quarry, and Buckhorn Road and West <br />Ten Road. Craig Benedict noted that there are weekend traffic <br />problems at Mt. Willing Road and West Ten Road related to the trip <br />generation from the flea market in that area. Chuck Edwards stated <br />that NCDOT would look into safety issues at these intersections. Barry <br />Jacobs said he would provide citizen contact information to NCDOT. <br /> <br /> <br /> 46
