Item 7.a. <br />Orange County & NCDOT Highway Luncheon Meeting Notes <br />Division 7 and District 1 <br />March 29, 2017 12:00 p.m. <br />  <br />  <br />Discussions among the group recommended the following next steps: <br />1) As there is not sufficient state funding to resolve all of the road <br />issues for the subdivision residents, Paylor Street should be the most <br />immediate focus since it would have the greatest impact for the least <br />funds; 2) NCDOT will investigate a possible drainage issue on Paylor <br />Street; 3) Support from the adjoining property owners would be <br />required and outreach to them should be made; and 4) The process <br />would be to first aim to get the road graveled as a two-land road under <br />the unpaved road program, without acceptance into the State System <br />at this time. Commissioner Dorosin agreed that Paylor Street should <br />be the primary focus, and suggested that a section of Alpha Drive be a <br />secondary focus. Chuck Edwards replied that there would not likely be <br />funding to address Alpha Street. <br /> <br />Tom Altieri noted that an Information Item is coming before the BOCC <br />at its May 2nd meeting and more detailed information will be provided <br />at that time. <br /> <br />ii. Bicycle Warning Signs on Old NC 86 (Max Bushell, NCDOT) <br /> <br />The OUTBoard Chair and active member of the Carrboro Bicycle <br />Coalition, Heidi Perry, recently requested that Orange County and the <br />Town of Carrboro coordinate with NCDOT on adding a “Bicycles May <br />Use Full Lane” sign along Old NC 86 between Farm House Road and <br />Homestead Road outside of Carrboro (original correspondence of <br />request send to Chuck on July 22, 2016). There are heavy bicycle <br />volumes along this stretch of Old NC 86 and relatively high automobile <br />speeds, which, in conjunction with narrow lanes and no shoulders, can <br />create issues with the safe passing of bicyclists by automobiles. One <br />typical bicyclist movement is to cross the travel lane to enter into the <br />left-turn lane to make a left turn onto Dairyland Road. NCDOT recently <br />installed an additional roadway sign, stating “Watch for Bikes Turning <br />Left”, as an interim solution until they received additional information <br />on the acceptability of the “Bicycles May Use Full Lane” signs in North <br />Carolina. NCDOT has not approved these signs for use in North <br />Carolina. NCDOT has not received any feedback from the public yet <br />on whether they like the “Watch for Bikes Turning Left” sign. <br /> <br />iii. Requests to Pave Arthur Minnis Road (Max Bushell, Chuck Edwards) <br /> <br />At the request of an Orange County citizen and Commissioner Price, <br />Planning staff has been pursuing the paving of an unpaved section of <br />Orange Grove Road between Dodson’s Crossroads and Tuscany <br />Drive, an important east-west route.
