Perry Hills Subdivision road maintenance and unpaved roads <br />(Abigaile Pittman, Chuck Edwards) <br /> <br />Following a Commissioner inquiry a couple of months ago, Planning <br />staff requested NCDOT investigate maintenance concerns within the <br />Perry Hills Subdivision (recorded in 1965), as well as an evaluation of <br />the eligibility and the process for having the roads not maintained by <br />the State accepted for maintenance. For reference, Abigaile Pittman <br />distributed the Perry Hills Subdivision Road Maintenance Map. <br /> <br />The following roads, or portions of the following roads, within the Perry <br />Hills Subdivision have not been accepted into the State system for <br />maintenance: <br /> Paylor Street, Extension of SR 1393, between Shambley Road and <br />Alpha Drive <br /> Scarlett Drive, between Shambley Road and Lancaster Road <br /> Alpha Drive, Extension of SR 1403, north of Scarlett Drive <br /> Alpha Drive, an unpaved section extending northward from its <br />intersection with Scarlet Drive <br /> <br />There are numerous requirements for addition of subdivision roads into <br />the State Maintained system, including a minimum housing density <br />standard; the clearing of all trees, uncontrolled vegetation, and any <br />encroachments from the right-of-way; and compliance with minimum <br />design and construction standards. Abigaile Pittman referred to the <br />NCDOT Subdivision Roads Minimum Construction Standards, January <br />2010, revised May 2016. <br /> <br />NCDOT Division 7 staff investigated the streets within Perry Hills <br />Subdivision that are not currently State maintained for eligibility for <br />addition to the State system. Their findings are detailed; to <br />summarize: The roads are eligible due to their age for the unpaved <br />road program but none of the four roads or road portions meets current <br />day standards for addition to the State Maintained system. Extensive, <br />costly corrective actions would be required for them to be eligible for <br />addition. <br /> <br />NCDOT maintenance staff has recently performed pavement repairs <br />and the State maintained streets in the subdivision are programmed for <br />resurfacing in 2018. <br /> <br /> 44
