What is a CTP? <br />ComprehensiveTransportation Plan) <br />4 maps and cover sheet with supporting documentation <br />Long-range (2035), multi-modal, fiscally unconstrained (no funding or priorities) <br />o Highway, Public Transportation, Bicycle, Pedestrian <br />Replacesprevious thoroughfare plans <br />Designed to be easilyupdated in order to remain relevant <br />Reminder: this plan is for RPO area and encompasses no municipalities. <br />OUTBoard Recommendations <br />th <br />At its February 20 meeting, the OUTBoard unanimously recommended approval of the <br />CTP with minorrevisions to themaps; and <br />Provided comments on the technicalreport. <br />Maps <br />Highway Map: <br />Line style and color used to show Minor Thoroughfares should be changed to be more <br />visible. <br />ExtendMinor Thoroughfare "Needs Improvement" line on Efland-Cedar Grove Rd from <br />Carr Store Rd to the U.S. Post Office. <br />Public Transportation Map: No change. <br />Bicycle Map: No changerecommended unless an off-road bicycle path would be a desirable <br />option along Old NC 86 between Arthur Minnis Rd and Ode Turner Davis Rd. <br />Pedestrian Map: Correct labeling of Rural Community Nodes. <br />General Comment: Clearly label the MPO boundaries on all maps. <br />Highway Map Excerpt: <br />Extend the Minor Thoroughfare `Needs Improvement' line on Efland-Cedar Grove Road north <br />from CarrboroStore Roadto the northern property line of the U. S. Post Office. The Post <br />Office is one of the larger trip generators in thearea. <br />Bicycle Map Excerpt: <br />To establish consistency between CTPs: <br />Option 1: No change. (Staff's recommendation) <br />Option 2: Add off-road bicycle pathtomap. <br />Report Comments <br />Comments to be forwarded to NCDOT for consideration in final report. In general, comments <br />involverequests to: <br />Clarify the description of the Pedestrian map; <br />Add descriptions of highway shoulder widths and paving details; <br />Revise bicycle project description for Efland Cedar Grove Rd to be consistent with <br />proposed map addition; <br />Add a statement at the end of the Old NC 86 description relating to bicycle safety and <br />dangers posed by hilly and curvy nature of the road; and <br />Attachment 3 <br /> 40
