Box 8181 <br />Hillsborough, NC 27278 <br />MEMORANDUM <br /> TO: Orange Unified Transportation Board <br /> FROM: Max Bushell, Transportation Planner <br /> DATE: April 19, 2017 <br /> SUBJECT: Information Item – Carrboro to Hillsborough Multi-Use Path Update <br />ATTACHMENT 1: Conceptual Old NC 86 Multi-Use Path Project Limits <br />ATTACHMENT 2: OUTBoard Minutes – 02.20.2013 <br />ATTACHMENT 3: Excerpt from the BOCC Minutes (Pertinent Section Only) – 03.07.2013 <br />__________ <br />This memorandum provides the history of the OUTBoard and Orange County Board of <br />County Commissioners (BOCC) discussions of adding bicycle facilities along Old NC <br />86.The Orange Unified Transportation Board (OUTBoard) Chair has expressed some <br />interest in discussing pedestrian and bicycle projects between Carrboro and <br />Hillsborough along Old NC 86. <br />Background <br />Old NC 86 provides a direct connection between the western limit of Carrboro’s <br />jurisdiction and Hillsborough to the north. As a two-lane rural road between Dairyland <br />Road and I-40, Old NC 86 has lanes of approximately 10-11 feet with a 1’ shoulder or <br />no shoulder. Bicyclists and pedestrians are not accommodated with any specific <br />dedicated infrastructure along Old NC 86 except in areas that fall under the Town of <br />Hillsborough and the Town of Carrboro’s jurisdictional boundaries. In the Town of <br />Carrboro’s jurisdiction, bicycle lanes are provided from Farm House Road south toward <br />NC 54 along Old Fayetteville Road (Old NC 86 becomes Old Fayetteville Road south of <br />the Dairyland Road/Homestead Road intersection). In the Town of Hillsborough, <br />sidewalks are provided north of I-40 to Waterstone Drive and slightly beyond along Old <br />NC 86. <br />DCHC MPO CTP <br />The OUTBoard recently recommended that a multi-use path be included in the Durham- <br />Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO) Comprehensive <br />Transportation Plan (CTP). Following consultation between Orange County <br />Transportation Planning staff and DCHC MPO Transportation Planners, a multi-use <br />path was not added to the Bicycle and Multiuse path map as a separate project from the <br />Item 5.c. <br /> 29
