BSTF Final Draft Report with Attachments <br />and Appendix <br />Abigaile Pittman, Transportation/ <br />Land Use Planner, 245-2567 <br />Max Bushell, Transportation <br />Planner, 245-2579 <br /> <br /> <br />PURPOSE: Discussion and consideration of the BSTF Final Draft Report, and forwarding <br />of the document to the BOCC for its consideration. <br /> <br />BACKGROUND: <br /> <br />In mid-2016 the Board of County Commissioners (BOCC) created the BSTF, with the goal <br />of providing recommendations to improve road safety for cyclists and motorists in the <br />unincorporated areas of Orange County. The Task Force consists of eighteen (18) <br />appointed members that are cyclists, community advocates, business representatives, <br />public safety and transportation officials, school leaders, County staff, and additional <br />interested and concerned residents. The charge of the Task Force was to: <br /> <br />1. Develop a campaign for bicycle safety education and research; <br />2. Develop an implementation timetable with estimated funding request information <br />within the first five (5) meetings, and present it to the OUTBoard for review and <br />recommendation, and review and approval by the BOCC; and <br />3. Develop an implementation report and present it to the OUTBoard for review and <br />recommendation, and review, approval and funding commitment by the BOCC. <br /> <br />The BSTF and its three (3) subcommittees met numerous times over a six-month period, <br />with much research and deliberation resulting in the attached Final Draft Report with <br />Attachments and Appendices (Attachment 1). Through the Report, the Task Force <br />developed a set of goals and is recommending a public education and awareness <br />campaign directed at all rural road users. The campaign, “Drive Safely, Ride Safely” is <br />designed to foster mutual respect and shared interest in road safety, and focuses on the <br />premise that most motorists and cyclists want to share the road safely. The Task Force <br />recommends a series of actions centered on a public education and awareness campaign, <br />improved data collection and measurements, and traffic safety improvements.
