Draft Highway Minimum Problem <br />Statements <br />4. 1985 Thoroughfare Plan Maps for the <br />Durham Chapel Hill Carrboro <br />Metropolitan Planning Organization <br /> <br />INFORMATION CONTACT: <br />Max Bushell, Transportation Planner, <br />919-245-2582 <br />Tom Altieri, Comprehensive Planning <br />Supervisor, 919-245-2579 <br />Craig Benedict, Planning Director, <br />919-245-2592 <br /> <br />PURPOSE: To review the Draft Comprehensive Transportation Plan (CTP) maps for the <br />Durham Chapel Hill Carrboro Metropolitan Planning Organization (DCHC MPO) and receive a <br />presentation on the purpose of the CTP. <br /> <br />BACKGROUND: The Comprehensive Transportation Plan (CTP) is a document prepared at <br />the Metropolitan Planning Organization (MPO) level and identifies roadway, transit, bicycle, and <br />pedestrian infrastructure improvements for future implementation. The North Carolina <br />Department of Transportation requires MPOs to produce a CTP; these plans are often the <br />product of a joint planning effort between MPO planning staff, NCDOT Transportation Planning <br />Branch staff, and local planners. Once adopted, the CTP will replace county and local <br />community thoroughfare plans. <br /> <br />CTP Purpose <br />The purpose of the CTP is to identify a universe of potential future highway, transit, pedestrian, <br />and bicycle infrastructure projects for the MPO’s planning area, based on identified needs. <br />CTPs typically have a horizon year, or year of proposed full implementation, of more than 20 <br />years into the future and are fiscally unconstrained. Using the Triangle Regional Model (TRM), <br />the travel demand model for the Triangle region, a deficiency analysis is conducted on the <br />current roadway network to better understand where and how future growth in employment and <br />population will affect the transportation network. The deficiency analysis also examines metrics <br />for transit, bicycling, and walking. <br /> <br />CTPs are adopted by the MPO Board as well as by the North Carolina Board of Transportation. <br />Once adopted, CTPs represent the mutual vision on the part of the State, local jurisdictions, and <br />the MPO for future transportation needs.
