INTRODUCTION <br />This technical proposal has been prepared for the Orange County Planning and Inspections <br />Department in Hillsborough, NC, by Legacy Research Associates (Legacy) in Durham, NC, and <br />involves two tasks for 13 parcels of land in the Morris Grove Heights Subdivision in Chapel Hill <br />that cover approximately 7.46 acres (Table 1). Figure 1 shows the location of the properties on <br />a USGS map and Figure 2 shows it on an aerial image with 2 -ft contour intervals. Aerial <br />imagery indicates that these properties have not been developed and are woodland. <br />Table 1. The purpose of the policy is to clarify the county's intention <br />to identify and evaluate cultural and archaeological resources on sites that are planned for <br />construction. The objective of the C &A investigation will be 1) to document the presence <br />and /or absence of cultural and archaeological resources within the project's Area of Potential <br />Effects (APE) and 2) to evaluate sites for listing on the National Register of Historic Places <br />(NRHP). <br />The project is in close proximity to a recorded ca. 1850 farm (John Kirkland Farm OR435). <br />Figure 3 depicts the location of this resource. <br />Project tasks are as follows: <br />1. An intensive C &A survey and evaluation of approximately 7.46 acres of land. <br />2. Archaeological site assessment to determine site boundaries and NRHP eligibility <br />for archaeological material found during the archaeological survey. Given the <br />extent of the survey area and the location of some of the properties in a high - <br />probability area along Jones Creek, it is anticipated that no more than two sites <br />will need to be assessed for NRHP eligibility. <br />The field investigations and technical report will meet the specifications in the Secretary of the <br />Interior's Standards and Guidelines for Archaeology and Historic Preservation (Federal Register <br />48). All cultural materials collected and curated, along with all records of this project, shall be <br />cared for in accordance with the requirements set forth in 36 CFR Part 79. The Project <br />Manager /Project Archaeologist performing the investigations will meet or exceed the <br />qualifications described in the Secretary of the Interior's Professional Qualifications Standards <br />(48 FR 44738 -9). <br />
